SECTION 98.

(3) If at any time the provisions of sub-section (2) of this section are not complied with, the Board may, with the consent of the Minister, make, before such date as the Minister may appoint, a production order, and the period to be appointed by such order as the production period for the purposes of this Part of this Act shall be a period beginning on such date as the Minister may direct.
(5) Every production order shall be published in theIris Oifigiúil as soon as may be after it is made.

I move amendment No. 80 :—

In sub-section (3), page 46, line 37, to delete the word " before " and to substitute the words " at a meeting to be held on ".

This is a drafting amendment also. It is merely that the meeting should be held before a certain date rather than on a certain date.

I move amendment No. 81 :—

To delete sub-section (5).

I am told that this sub-section would lead to a considerable amount of expense. Special copies of the Iris Oifigiúil with these orders will have to be published. It is provided that the order will be served on every curer and I do not think it is necessary to have the order published.

Would not the public want to know something about it ?

The ordinary newspapers will get hold of these matters and give them publicity.

Would there be any difficulty about publishing them ?

I do not know that there is any difficulty about publishing them in Iris Oifigiúil.

I submit, with great respect, that Iris Oifigiúil serves a certain function in the State; it is the official method whereby Government decisions are communicated to the public. I think it would be a very great mistake for this Committee to ask, for the first time, that a number of orders of this character should not be published in Iris Oifigiúil.

I am not pressing this amendment. I am only pointing out that it will entail considerable expense. I am afraid it is we who are instituting this for the first time. These orders are not published in Iris Oifigiúil; they are laid on the Table of the House.

If the Minister chooses to substitute a sub-section declaring that every production order shall be laid on the Table of the House, I am satisfied.

If there would be no additional cost I would prefer it that way.

I would be prepared to vote for the amendment if the Minister would adopt the suggestion to lay it on the Table of the House.

I think it is better leave it as it is.

Let the Minister withdraw the amendment and reintroduce, on the Report Stage, an amendment doing one thing or the other.

Suppose it is published in the Iris Oifigiúil, would it be laid on the Table of the House as well ?

No.
