995 Mr. Morgan asked the Minister for the Environment, Heritage and Local Government if, in regard to water services, local authorities, city and county managers or elected representatives have expressed concerns to him regarding DBO's (design build operate); and if he will make a statement on the matter. View answerDesign build operate, DBO, has in recent years become the standard form of procurement for water services schemes involving treatment facilities. As in any case where new procedures are introduced, there were a number of issues of concern to interested parties but I am satisfied that these have been addressed. I am also satisfied that DBO provides a range of distinct management and value for money advantages over traditional procurement in such cases and that the process is being successfully implemented by local authorities.

View answerThe extension of the Lough Mask regional water supply scheme from Shrah to Westport is included in my Department's water services investment programme 2003 — 2005 to commence construction in 2005. The design report for the scheme submitted by Mayo Council is under consideration in my Department and will be dealt with as quickly as possible.
