495 Mr. Morgan asked the Minister for the Environment, Heritage and Local Government if there are regulations or guidelines in place to facilitate the transfer of residents from one local authority to another; if the Department has any role in requests for such transfers; and if he will make a statement on the matter. Guidelines issued by my Department to local authorities on the preparation of their schemes of letting priorities indicate that, inter alia, a scheme should normally contain a provision to enable a local authority to cater for transfers by tenants to and from other local authorities on conditions mutually agreed between the local authorities. My Department has no role in transfers by tenants and the Minister for the Environment, Heritage and Local Government is excluded by law from directing the letting of a local authority dwelling to any individual person.
