456 Dr. Fitzpatrick asked the Minister for Justice, Equality and Law Reform if, in relation to uncontested consumer debt, he is contemplating introducing legislation on attachment to earnings, as a method of enforcing a court judgement in relation to non-payment of civil debt that would serve as an alternative to prison; and if he will make a statement on the matter. The Government legislation programme is as announced by the Chief Whip on 23 January 2004 for the spring session. The programme does not include any proposal for a Bill to provide for the attachment of earnings as a means of enforcing a judgment debt. However, the area is one that continues to be kept under review taking into account the work of the Money Advice and Budgeting Service, and other relevant agencies.
