47 Mr. Hogan asked the Tánaiste and Minister for Enterprise, Trade and Employment if changes will take place to the structure of local FÁS community schemes from July 2004; if it will be a requirement for each local group to form a limited company as well as to have two directors on the scheme; and if she will make a statement on the matter. There are no specific plans in place to make structural changes to the community employment programme in July of this year. However, the future structure of the programme is under review by a group of senior officials and FÁS and this group is expected to report to Ministers on the outcome of its deliberations in the near future. The outcome of this review will inform any future adjustments in the structure and the terms and conditions of participation on community employment.

It is a requirement since 1998 that community employment sponsors must incorporate as a company or co-operative. This requirement was introduced primarily to protect the personal liability of members of the sponsoring committee. There are no plans to change this requirement.
