397 Mr. McGuinness asked the Minister for Social and Family Affairs if supplementary welfare allowance will be awarded in the case of a person (details supplied) in County Kilkenny; and if an appeal will be arranged in view of the hardship of the case and the poor financial circumstances of the family. The South Eastern Health Board was contacted. The board refused the application for an exceptional needs payment for replacement equipment on the grounds that the person concerned should explore the possibility of repair rather than replacement. It will consider an application for assistance towards the cost of repairs if this arises. If the person is not satisfied with the board's decision she may lodge an appeal with the health board appeals officer.
