140 Mr. Stagg asked the Minister for Education and Science the reason no provision has been made for a child psychology service for pre-school children in view of the importance at identifying learning difficulties at the earliest opportunity; when it is intended to provide the service; and if he will make a statement on the matter. The Government decision in February 1999 to establish the National Educational Psychological Service, NEPS, allowed for a five year development period, with an initial focus on providing a service to children of school going age. NEPS will reach the end of its development period in September 2004. My Department will consider the provision of psychological services for pre-school children in the context of the future development of NEPS and in collaboration with the Department of Health and Children.
