24 Mr. Allen asked the Minister for Community, Rural and Gaeltacht Affairs if his Department has completed its work on formulating draft regulations for ferry operators to the islands; when these will be published; if their enactment will require new legislation; and if he will make a statement on the matter. My Department is currently in the preliminary stages of preparing regulations in respect of formal contracts with ferry operators providing services that incorporate road transport links. It is hoped to have these regulations published at an early date.

The regulations, which will be subject to the consent of the Ministers for Finance and Transport, will set down the agreed destinations for connecting bus passenger services and will form the basis for entering into formal contracts in these particular cases.

No new legislation is required as provision for making the regulations is already included in the Minister for Community, Rural and Gaeltacht Affairs (Powers and Functions) Act 2003.
