351 Mr. F. McGrath asked the Minister for Justice, Equality and Law Reform if he intends to take action regarding the ground rent legislation in view of the fact that some ground rent landlords are demanding €60,000 from households following the sale of their property; and if he will make a statement on the ground rent issue. The Government legislation programme which was published on 26 April 2004 makes provision for a Bill to abolish ground rents. Publication of the Bill is subject to the resolution of possible constitutional and practical difficulties. The constitutional difficulties concern the respective rights of ground rent tenants and landlords while the practical difficulties concern land law generally and in particular the land registration system.
