1260 Mr. Durkan asked the Minister for the Environment, Heritage and Local Government if his Department has quantified anticipated receipts accruing to the local authorities from the increased development levies and charges; and if he will make a statement on the matter. [22928/04]

Statistics on the payment of development contributions for all types of development contributions are collected by my Department on an annual basis. However, due to the lead-in time between the grant of planning permission for a development and the start of construction it is likely that the full impact of new development contribution schemes will not be measurable until 2006/2007.

1262 Mr. Boyle asked the Minister for the Environment, Heritage and Local Government the extent to which Part 8 planning can be used by local authorities to facilitate private development; and if his attention has been drawn to several cases of public concern in which such planning applications are being made to avoid the standard planning process. The public consultation procedures under section 179 of the Planning and Development Act, 2000 and Part 8 of the Planning and Development Regulations, 2001 are used where a local authority proposes to carry out development itself. Under section 179(1)(d) of the 2000 Act they may also be used where development is proposed to be carried out on behalf of, or in partnership with, the local authority in its own functional area, pursuant to a contract with the local authority, for example, by way of public private partnership. Private developments, save for developments on behalf of, or in partnership with, local authorities, must go through the normal planning process. My Department is not aware of cases of concern as referred to in the question.
