The Department circulated the Health Bill 2004 to a small number of key stakeholders, including the board of the interim Health Service Executive, the health service reform programme national steering committee, the Eastern Regional Health Authority and the area health boards, the chief executive officers of the agencies to be streamlined in the restructured system, the chairman of the Health Information and Quality Authority, representatives of the voluntary sector and staff in the Department. The additional cost incurred amounted to approximately €102.
