132 Mr. Gilmore asked the Minister for Communications, Marine and Natural Resources when the new voice over Internet protocol technology will be available to the general public; and if he will make a statement on the matter. [31250/04]

Under the Communications (Regulation) Act 2002, ComReg, the independent regulator, has sole responsibility for the overall management of numbering changes. Concerning voice over Internet protocol, VIOP, it is my understanding that this technology will offer a new way of delivering voice traffic using the Internet and that the distinguishing feature of this potential service is the fact that voice calls may be carried in the form of packets. The introduction of VIOP services to the public is a matter for market operators to decide.
