View answerHauliers of animal by-products, including fallen animals, are registered and supervised by my Department in accordance with national and EU Animal By-Product (ABP) Regulations, which lay down health rules as regards the use and disposal of ABP. Annex VIII of Regulation (EC) No. 142/2011 lays down detailed hygiene, temperature and traceability requirements. In particular, the regulation specifies that vehicles or containers must be maintained in a clean condition and must be covered when transporting animal by-products or derived products and should show no evidence of leakage or damage.
Registered ABP hauliers in Ireland are required to maintain a register of receptacles used to transport ABP. Each receptacle has to be uniquely identified and there is an obligation to clearly display this identification on each receptacle. Breach of the regulations can lead to revocation of a registration. If the Deputy has specific information in this regard I would ask him to supply it and I will have the matter investigated by my Department.
