738 Deputy Willie O’Dea asked the Minister for Communications, Energy and Natural Resources the process whereby a retail outlet may acquire a franchise to operate a post office; the number of franchises granted in 2011; the number likely to be granted in 2012; the criteria used in selecting the location of a post office; and if he will make a statement on the matter. Issues relating to the post office network, including the granting of a franchise to a retail outlet for the operation of a post office, are an operational matter for the management and Board of An Post and one in which I have no statutory function.
