176 Deputy Noel Harrington asked the Minister for Education and Skills if he will review clause 3.3a regarding turnover in the declaration of suitability for contractors for small works open procedure only in view of the economic downturn in the construction sector over recent years which has had a dramatic effect on turnover which may restrict suitable contractors from tendering; and if he will make a statement on the matter. Contracting Authorities have an obligation to ensure that, as part of suitability assessment for projects, Contractors have adequate economic and financial capacity. The Turnover requirements are 1.5 times the project value, which for small projects of limited duration is not onerous. In that regard I do not propose to make any changes to the requirements.
