I can confirm to the Deputy that the school concerned received funding of €184,830 under the Summer Works Scheme 2010 to upgrade the three existing science rooms. This funding also provided for new science room fittings as requested by the school.

I wish to advise the Deputy that the National Council for Special Education (NCSE) is responsible, through its network of local Special Educational Needs Organisers (SENOs), for processing applications from schools for special educational needs supports, including Special Needs Assistant (SNA) support. The NCSE operates within my Department's established criteria for the allocation of such supports and the staffing resources available to my Department. All schools were advised to apply to the NCSE for resource teaching and SNA support for the 2012/13 school year by 16th March, 2012. All schools, including the school referred to by the Deputy, have now been advised by the NCSE of their SNA staffing allocation for the current school year. Details of the allocations which have been made to each school are available at www.ncse.ie.

In making allocations for SNA support for schools, the NCSE considers all of the applications made by schools for children who have been identified in medical reports as having care needs. The NCSE also reviews any existing SNA provision. In cases where children have diminishing care needs, the NCSE may reduce SNA support for those children. Where schools have enrolled new pupils with special educational needs who were not considered at the time that the allocations for the 2012/13 school year were made, or where schools are in a position to demonstrate that they cannot cater for the care needs of qualifying children from the level of SNA support which has been assigned to them, they may apply to the NCSE for additional SNA support or for a review of their SNA allocation. All schools have the names and contact details of their local SENO. Parents may also contact their local SENO directly to discuss their child's special educational needs, using the contact details available on www.ncse.ie.

I propose to take Questions Nos. 216 and 217 together.

Annual funding from my Department for the Adult Refugee Programme (ARP) was in the region of €2.5 million. This funding will cease at the end of this year so the projected saving is in the region of €2.5 million. Migrants, including workers and refugees, will continue to be able to access a range of courses that have always been provided by Vocational Education Committees (VECs) under the Adult Literacy and Community Education Scheme (ALCES) and the Back to Education Initiative (BTEI), both of which are funded by my Department. In 2011, some 11,000 people people accessed English as a Second Language (ESOL) courses provided under the ALCES and BTEI programmes, including over 1,300 refugees. In this way, the needs of refugees can continue to be provided for by VECs.

School Staffing

When the moratorium was introduced the Government exempted Principal and Deputy Principal posts in all primary and post-primary schools and these continue to be replaced in the normal manner. The impact of the moratorium is therefore limited to the Director of Adult Education, Assistant Principal and Special Duties allowances payable to teachers on promotion. Vacancies at this level arise due to retirements in the specific grades and typically also from the knock on effect of filling Principal and Deputy Principal posts.

Interim alleviation measures were announced in August 2012 for schools that are acutely affected by the impact of the moratorium at Assistant Principal level. School Management bodies were notified of these arrangements at the beginning of the current school year. Applications for alleviation have been received from 127 post primary schools. These applications have been processed and schools have been notified of the outcome in the recent weeks. Following the review of allowances by the Department of Public Expenditure and Reform, my Department is currently in the process of contacting schools that had sought approval to fill vacant assistant principal posts last January and were subsequently unable to complete the appointment process pending the outcome of the review.

School Transport Provision

From the commencement of the 2012/13 school year, school transport eligibility for post primary pupils is being determined by reference to the distance they reside from their nearest post-primary education centre having regard to ethos and language. In relation to school transport provision, ethos relates to religious ethos and is in the context of provision for minority religions. Eligibility for school transport is not determined by way of subject choice.

Existing catchment boundary pupils who are not attending their nearest post primary centre will retain their transport eligibility for the duration of their post primary education cycle provided there is no change to their current circumstances. Siblings of these pupils and other pupils, who are not eligible for school transport, may apply for transport on a concessionary basis only in accordance with the terms of the Post Primary School Transport Scheme. The changes to the Post Primary School Transport Scheme are being applied equitably on a national basis.

The routing and timetabling of school transport services are an operational matter for Bus Éireann and are not a determining factor in establishing eligibility for school transport. The main objective of my Department's Post Primary School Transport Scheme is to support the safe transport to and from school of children who would have difficulty travelling, for reasons of distance, to their nearest school if transport is not supported. While it is the prerogative of parents to send their children to the school of their choice, eligibility for school transport is to the nearest school, having regard for ethos and language. While contact was previously made with South Tipperary VEC on the matter, officials in my Department will be in further written contact shortly.

Site Acquisitions

I wish to advise the Deputy that the total allocation available in 2012 for the capital programme in the school sector amounts to €357m and expenditure to date is in line with expectations. Within the 2012 capital allocation, the more significant expenditure is concentrated on large scale projects which includes the acquisition of school sites and is estimated to be in the order of €240m by year-end. A similar figure was expended in 2011 on large scale projects, which included the acquisition of school sites. The value of sites acquired by my Department amounted to just over €29m in 2011 with a total of 10 sites being acquired. I attach a table detailing the locations of the sites acquired.

Price information regarding site acquisitions is commercially sensitive and the release of such information for 2011 or 2012 at this time would prejudice future and ongoing negotiations elsewhere in the State. Therefore, I am not in a position to provide a list of payment amounts paid by my Department for individual sites in 2011 or to provide further details in relation to the 2012 site acquisition programme at this time.

The contract for the school building project to which the Deputy refers, is between the school authorities and the contractor in question. Following notification from the school that works did not proceed as expected on October 8th, Department officials met with the school authorities and their Design Team to consider the next steps. My officials are liaising with the school authorities and are monitoring progress on this project.

Teacher Training Provision

The Teacher Fee Refund Scheme 2011 has yet to be finalised as there are a small number of applicants to the scheme whose eligibility may be affected by the review of allowances being undertaken by the Department of Public Expenditure and Reform. The proportion of fees refunded depends on the number of qualifying applicants in any given year. The funding available is allocated on a pro-rata basis so that all successful applicants each receive the same proportion of their eligible fees. Based on this, it is not yet possible to calculate the amount of the refund due to each applicant. Refunds will be made as soon as possible and all applicants will be informed as soon as a decision on refunds are made.

Under Budget 2011, the qualifying distance criterion for the non-adjacent rate of student grant increased from 24kms to 45kms. The proposal to amend the distance to qualify for the higher non-adjacent rate to 45km took into account a reasonable radius in which students could be expected to commute on a daily basis. There are no plans at present to revise the distance criteria.

Bullying in Schools

Alongside the Anti-Bullying Forum which took place in May 2012, I established a working group to examine issues related to tackling all forms and types of bullying in schools. As you are probably aware, there is a specific commitment in the Programme for Government to address the very serious issue of homophobic bullying in schools and this is part of the working groups remit.

I invited stakeholders and all interested parties to submit their views for consideration by the Working Group. Over 60 submissions have been received. The outcomes and recommendations from the Forum, along with the submissions received from interested parties, are assisting the working group in its deliberations. The Group is chaired by a Principal Officer in my Department's Central Policy Unit and includes representatives from the Department of Children and Youth Affairs, the Irish Second-Level Students' Union, GLEN (Gay and Lesbian Equality Network) and BeLonG To Youth Services. My Department's Inspectorate, School Governance Section and my office are also represented on the Group.

Over the last few months, the Group has been consulting with a range of stakeholders and with colleagues in Scotland and the UK. The Group are working on an action plan recommending further measures that can be taken to effectively tackle bullying in schools. The Group expects to complete its work by the end of the year.

School Transport Provision

Under the terms of my Department's School Transport Scheme for Children with Special Educational Needs children are eligible for transport where they are attending the nearest recognised: mainstream school, special class/special school or a unit, that is or can be resourced, to meet their special educational needs. In this case, the child in question is not attending her nearest school and is therefore not eligible for school transport. Children who are not eligible for school transport may apply for transport on a concessionary basis subject to a number of terms and conditions. In this regard, Bus Éireann has advised that there is an existing service on which this child can be accommodated; the annual charge is €350 per year and can be paid in two instalments.

I can confirm to the Deputy that my Department is in receipt of a proposal in relation to a potential permanent site for the school referred to by him. As part of the assessment of this proposal, it was noted that the relevant Local Authority has indicated that it considers the site in question to be unsuitable as a permanent location for a school. An alternative site, which is suitably zoned and considered technically suitable, has also been identified. However, as the Deputy will be aware, the school in question is not included on my Department's five year programme of projects due to go to tender and construction which I announced on 12 March 2012, and, in light of the scale of the demand on the finite capital resources of my Department, it is not possible to advise the Deputy at this time when the acquisition of a suitable site can be progressed.

Special Educational Needs Staffing

Firstly, I wish to advise the Deputy that the Programme for Government sets out that education will be a priority for this Government and that we will endeavour to protect and enhance the educational experience of children, young people and students. Approximately 15% of the entire budget of my Department – some €1.3 billion – was spent in support of children with Special Educational Needs in 2011. The provision for the current year is in line with expenditure last year and reflects this Government's commitment to prioritising supports for children with special educational needs, at a time when there is a requirement to make expenditure savings across a range of areas.

The vast majority of support for childcare, including pre-school education, is not provided by my Department but is provided by the Department of Children and Youth Affairs. The principal vehicle for delivery of pre-school education is the free Pre-School Year in Early Childhood Care and Education (ECCE) programme which was introduced in January 2010 and provides for one year's free pre-school attendance for each eligible child. There is provision under the programme to allow children with special needs to split the pre-school year over two years on a pro-rata basis, availing of the programme for 2 days a week in the first year and for 3 days a week in the second year. The programme also provides for an exemption from the upper age limit for qualification where a child is developmentally delayed and would benefit from starting primary school at a later age.

In relation to Primary and Post Primary provision, I wish to reiterate this Government's commitment to the protection of frontline services for pupils with special educational needs. Significant additional supports will continue to be provided to enable schools to cater for the needs of students with special educational needs, including 10,575 Special Needs Assistants (SNAs); approximately 9,950 learning support/resource teacher posts; over 1,100 teachers in special schools which operate at much reduced pupil: teacher ratios; enhanced levels of school capitation for special schools and special classes; special School Transport arrangements for pupils with disabilities and Assistive Technology support.

In relation to Higher Education, I wish to advise the Deputy that every Higher Education Institution has at least one member of staff with responsibility for liaising with students with disabilities, as required by the Disability Act. This is the minimum however, and in many cases, in particular in the university sector, there are dedicated Disability Support Services with a Head of Service and specialist staff. In addition, a number of Institutes of Technology have both Disability or Learning Support Officers as well as an Access Officer. Institutions are required to have access plans in place to accommodate the groups under-represented in third level institutions, which includes students with a disability, and on that basis progress continues to be made in this area. Core funding for access programmes is allocated each year by the HEA as part of the overall budget of each higher education institution. This funding is used to provide services and supports to students with disabilities, mature students and those from socio-economically disadvantaged backgrounds. In addition the Fund for Students with Disabilities allocates funding each year to further and higher education colleges for the provision of services and supports to full-time students with disabilities.

Finally, I wish to clarify that the continued commitment of this Government to special education provision, at a time when savings are being required across a range of expenditure areas has ensured that children with special educational needs can continue to have access to educational facilities in line with their requirements.

Third Level Fees

The position is that Higher education institutions are autonomous bodies and the criteria governing the level of tuition fees to be charged (EU or Non EU rate), in cases where undergraduate students do not qualify for free fees under my Departments free fees schemes, are a matter for the institutions to determine. The institutions set their own criteria for the determination of the rate of fees to apply and accordingly I have no role in the matter.

Under the Adult Literacy and Community Education Scheme (ALCES) and the Back to Education Initiative (BTEI), my Department provides annual grants to Vocational Education Committees (VECs) for programmes in basic education, including adult literacy and numeracy classes. These programmes are aimed at adults with less than upper second level education and a range of target groups within them, including Travellers. It is a matter for each VEC to decide the nature, extent and organisation of courses provided within its budget allocation under the ALCES and BTEI programmes. The school in question should contact County Mayo VEC in relation to its proposal.

Fee Paying Schools

This Government recognises the importance of ensuring that students from a Protestant or reformed church background can attend a school that reflects their denominational ethos while at the same time ensuring that funding arrangements are in accordance with the provisions of the Constitution.

With regard to the fee-charging Protestant schools, an arrangement exists whereby funding is provided by my Department to the Secondary Education Committee (SEC), an organisation run by the churches involved in managing the Protestant secondary schools. The SEC then disburses funds to the Protestant fee-charging schools on behalf of pupils who would otherwise have difficulty with the cost of fees and who, in the absence of such financial support, would be unable to attend a second level school of a reformed church or Protestant ethos. Funding amounts to €6.5 million annually. This fund ensures that necessitous Protestant children can attend a school of their choice.

Written answers

There is no specific funding under the student grant scheme for women studying engineering at third level. They are however, eligible to apply for assistance provided they satisfy the terms and conditions in relation to nationality, residency, academic attainment and means. Previously Science Foundation Ireland, in conjunction with DELL, provided targeted scholarships to female students undertaking an undergraduate degree in engineering. This award programme has been running since 2006/07 but it is not envisaged that any new awards will be made in the current academic year. In addition, Discover Science and Engineering and the STEPS programme promote female participation in science and engineering and provide support to such initiatives on a continuous basis.

In additional to support under the Student Grant Scheme mature students can apply for a place on a Springboard course. Springboard, which was first launched in May 2011, is a specific initiative that strategically targets funding of free part-time higher education courses for unemployed people in areas where there are identified labour market skills shortages or employment opportunities. To be eligible for a place on a Springboard course a person must be unemployed, actively seeking employment, and be in receipt of one of the qualifying payments from the Department of Social Protection or be signing for credits or be previously self employed. Full details can be accessed on the dedicated Springboard website www.springboardcourses.ie.

Other supports available to students include the Student Assistance Fund which will continue to be made available through the access offices of third-level institutions to assist students in exceptional financial need. In addition, tax relief at the standard rate of tax may be claimed in respect of tuition fees paid for approved courses at approved colleges of higher education. Further information on this tax relief is available from the Revenue Commissioners.

236. Deputy John O'Mahony asked the Minister for Education and Skills the reason payment for home tuition funds in respect of persons (details supplied) in County Mayo are paid at the end of each month rather than in advance; and if he will make a statement on the matter. [46099/12]

The Deputy will be aware that the Home Tuition scheme provides funding to parents to provide education at home for children who, for a number of reasons such as chronic illness, are unable to attend school. The scheme was extended in recent years to facilitate tuition for children awaiting a suitable educational placement. Parents engage tutors directly. The grant is paid in advance to the parent on a twice yearly basis, where possible, or monthly in arrears where several tutors provide tuition to the same child, or where the tutor has been sanctioned on a short term basis. The tutor in this instance has been sanctioned on a short term basis. In the case referred to by the Deputy, the tutor has been sanctioned on a short term basis to the 26th October 2012 and an advance payment cannot therefore issue.
