Schools Building Projects Status

75. Deputy Brendan Smith asked the Minister for Education and Skills if there has been any progress in restoring a proposed building project to his Department's School Building Programme (details supplied) in view of the need to replace temporary accommodation which has been in use for some time at a high cost; if he will accept that the long-term permanent accommodation needs of this school have been finalised for some time; and if he will make a statement on the matter. The building project for the school referred to by the Deputy is currently at an advanced stage of architectural planning. My Department has authorised the project to proceed to Stage 2(b) which includes planning permission, Fire Cert, Disability Access Cert (DAC) and the preparation of tender documents.

To ensure that every child has access to a school place, the delivery of projects to meet the increasing demographic demands will be the main focus for capital investment over the next five years, particularly in those areas where it has been identified that most future demographic growth will be concentrated. Due to competing demands on my Department's capital budget, imposed by the need to prioritise the limited funding available for the provision of additional school accommodation to meet those increasing demographic requirements, it was not possible to include the project referred to by the Deputy in the five year construction programme. Schools, including the one referred to by the Deputy, which have not been included in the five year construction programme, but which were announced for initial inclusion in the building programme will continue to be progressed to final planning stages in anticipation of the possibility of further funds being available to my Department in future years.

I understand the Deputy has clarified that her question is in relation to grades at Assistant Principal Officer level and above. The information requested in relation to promotions and temporary appointments is set out in the attached tabular statement. For each of the promotions listed, a business case was made to the Department of Public Expenditure & Reform and sanction was duly received. The only promotion during the period which is temporary in nature is the Education Attaché post which carries a maximum period of 4 years duration. In addition to these internal promotions there were 3 appointments made at my Department through the Top Level Appointments Committee (T.L.A.C.). One at Secretary General, one at Assistant Secretary General and one at Chief Inspector level.

Two staff members have been redeployed from my Department since 27th March 2009 to date. Sanction relating to these redeployments would be a matter for the receiving Departments. Under the Reform Programme, the Department ceased the operation of it's Regional Office Service in the Spring of 2010. At the time staff serving in those offices were reassigned alternative work in the Department in their current location. Following retirements and normal transfers out, the North and South County Dublin Offices and the Galway Office have been wound down and the two remaining officers redeployed in location. The attached table sets out the details of each:

Eight staff members have been redeployed to my Department since 27th March 2009, three of them on a temporary basis. Under the current redeployment arrangements, these staff retain the terms and conditions of employment as held by them in their original organisation until such time as legislation is brought forward by my colleague the Minister for Public Expenditure and Reform to underpin such arrangements. All these redeployments were sanctioned by the Department of Finance and/ or the Department of Public Expenditure and Reform. While there is an increase in salary costs to this Department due to some of the cases below, there is no increase in salary costs to the State.The attached table sets out the relevant details

Information on Gaeltacht allowances payable to teachers in primary and post primary schools for 2009 - 2011 is set out in the attached table. Details of grants paid to teachers employed by Vocational Education Committees are held by the individual VECs. A standard Gaeltacht allowance was introduced in 1968 following the recommendations of the Ryan Tribunal. A Gaeltacht allowance has been in place since the 1920s. The Gaeltacht allowance was initially introduced to attract qualified teachers to schools in Gaeltacht areas. The allowance is payable to teachers in schools situated in the Gaeltacht in which all instruction is given through the medium of Irish. The payment of a Gaeltacht allowance in the Civil Service arises from the Local Offices (Irish Language) Regulations, 1966, which permits the payment of “additional remuneration” not exceeding “seven and one half per cent of the rate per annum of the annual basic salary of the said holder” where certain conditions of service are met. Since the establishment of my own Department in July 2011, no member of staff has been paid a Gaeltacht allowance. Information regarding the Gaeltacht allowance submitted to my Department in the course of the review of allowances and premium payments in the public sector has been made available on my Department's website – http://www.per.gov.ie/ As the detailed information sought by the Deputy in relation to the amount and number of beneficiaries of the allowances in the Civil Service or the wider public service is not available to my Department, it should be sought from the responsible Departments.

Capital Programme Expenditure

The voted capital expenditure allocation for each Department in 2012 is published in the Revised Estimates for Public Services 2012 and is also available in the statistical databank on my Department's website at http://databank.per.gov.ie/ .

Information in relation to net capital expenditure to end September is published in the End September Exchequer Statement, details of which can be found on my Department's website and on the website of the Department of Finance. Total net capital expenditure to end September was €1,706m which is 13.6% behind the published profile. This is not unusual as, unlike current, capital expenditure tends to occur in large tranches at fixed milestones. The actual roll-out of capital expenditure is a matter for line Departments, operating within the delegated sanction arrangements issued by my Department that cover not only capital investment this year but contractual commitments for the next three years. It is expected that capital expenditure will fall generally within profile by the end of the year.

The details of internal promotions since my Department was established in July 2011 are set out in the following table. Additional acting up or temporary allowances to perform more senior roles have not been sought. In accordance with the Department of Finance letter of 27 March 2009 - Implementation of Savings Measures on Public Service Numbers the relevant officials in my Department are aware of the requirement to seek the appropriate sanction required for the filling of posts. Sanction is sought where key posts have been identified and it is considered critical to the business needs to fill such posts.

The rules governing starting pay on promotion are applied when calculating starting pay for staff promoted. Newly appointed staff are required to complete a probationary period of twelve months and appointment is only made substantive on satisfactory completion of this period.
