Deputy Mick Wallace asked the Minister for the Environment, Community and Local Government if he will consider a radical overhaul of local government funding with a view to giving each local authority more autonomy, and in accordance with the State's commitments in the European Charter of Local Self Government, particularly Articles eight and nine; and if he will make a statement on the matter. The Action Programme for Effective Local Government-Putting People First reinforces local government as the primary means of public service at local level. The programme sets out a comprehensive range of measures to address the challenges of the local government system. The sustainable funding of local government is one such challenge and the programme provides for a strengthening of local government funding, accountability and governance.
