Deputy Michael Healy-Rae asked the Minister for Public Expenditure and Reform the position regarding local authorities and work contracts; when a local authority is in a position where they could actually carry out the works themselves, if his Department will allow that local authority to tender for the work; and if he will make a statement on the matter. The Local Authorities are subject to national procurement rules in the same manner as any other public body. The question of governance in the local authority sector to ensure, inter alia , that proper value-for-money safeguards and other procedural rules are being duly observed in the area of procurement is proper to my colleague, the Minister for Environment, Community and Local Government.
