150. Deputy Finian McGrath asked the Minister for the Environment, Community and Local Government if temporary promotions or acting-up allowances have been a feature of the staffing arrangements for this EU Presidency, if he will confirm that his Department has been given sanction to make such arrangements detailing the number by grade involved, the date sanction was sought and the date it was given. My Department has undertaken internal redeployment and streamlining of business areas in preparation for Ireland’s Presidency of the EU in the first half of 2013, in which environment, climate change, sustainable development and civil protection are significant themes at EU and international level. Internal redeployment and streamlining have been used to ensure optimum staffing in priority business areas.

In January 2012, my Department also sought sanction from the Department of Public Expenditure and Reform for additional staffing, and related payroll costs, for the EU Presidency and sanction was given in February 2012. To date, 1 acting up allowance to Assistant Principal Officer has been awarded.
