There is no prohibition on adding molasses to a feed material (e.g. rolled barley) where the feed material is used on his/her own farm. In addition a farmer may supply, at a local level, small quantities of individual feed materials produced on his/her own farm for direct use on those farms.
Farmers that produce feed materials on their own farms must be registered with my Department as ‘primary producers’. Primary producers must comply with the provisions of Regulation (EC) 183/2005 which lays down the requirements for feed hygiene.
Both barley and molasses are individual feed materials. Two or more mixed feed materials is considered a compound feed and, when placed on the market, must comply with the provisions of Regulation (EC) 767/2009 and Regulation (EC) 183/2005.
