Deputy Clare Daly asked the Minister for Social Protection if she will ensure that where a host company has not complied with the criteria required for JobBridge schemes which results in termination of the scheme, that the intern would not be penalised in terms of applications for future internships. View answerJobBridge, the National Internship Scheme, provides internship opportunities of either 6 or 9 months for unemployed individuals in organisations in the private, public and community voluntary sectors. It is targeted at individuals who are in receipt of certain social welfare payments (Jobseekers Allowance/Jobseekers Benefit/One Parent Family Payment/Disability Allowance) or are signing on for credits for at least 3 of the last 6 months (78 Days).
The JobBridge Scheme has made significant progress to-date since it came into operation on 1 July, 2011. A total of13,558 internships had commenced by 10 January, 2013, with 5,526 participants on an internship and 1,841 opportunities advertised on www.JobBridge.ie on that date.
If they otherwise comply with the requirements of the Scheme, the intern is not penalised in terms of applications for future internships merely on account of the Host Organisation having been removed from the Scheme on account of non-compliance with the requirements of the Scheme. In this regard, individuals may avail of up to two JobBridge internships to a maximum cumulative time period of 9 months (39 weeks).
I wish to advise the Deputy that the feedback to-date has been very positive. In particular, the interim evaluation of JobBridge conducted by Indecon International Economic Consultants (published on 5 October, 2012) states that 52.3% of JobBridge finishers progressed into employment with either their host organisation or another employer since finishing their internship. These progression rates compare favourably with European averages in this area. Given that, in the past, some labour market programmes have been seen as having insignificant or even negative impacts on employment probabilities, this suggests JobBridge is an appropriate labour market intervention.
Further information on outcomes will be ascertained as a result of the ongoing formal evaluation of JobBridge. It is anticipated that the final evaluation report will be available in the coming weeks. This evaluation will assess the design, delivery and impact of the JobBridge Scheme, it will provide details of the nature of the work experience of the participants; a measurement of the relevance of that experience to the labour market, analysis of age categories and further findings concerning progression into employment. It will also present recommendations on how the Scheme might be improved. It is at this stage that further consideration will be given to amending the terms and conditions of the Scheme. Any such amendments to the scheme will be notified via the website.
541. Deputy Barry Cowen asked the Minister for Social Protection the position regarding an application for a carer's allowance review in respect of a person (details supplied) in County Offaly; and when a decision will issue. [1830/13]
View answerI confirm that the Department received an application for carer’s allowance from the person in question on the 17 August 2012. The person concerned was refused carer’s allowance on the grounds that the care recipient is not so disabled as to require full time care and attention as prescribed in regulations. She was notified of this decision and the reason for it.
The person in question requested a review of this decision and submitted additional medical evidence in support of the application on 12 November 2012. This supplementary information was forwarded to the Department’s medical assessor and is awaiting consideration. On completion of all the necessary investigations as part of this review, a decision will be made and the person in question will be contacted directly with the outcome.

Deputy Aengus Ó Snodaigh asked the Minister for Social Protection if she has examined the consequences of the changes made to PRSI in budget 2013 for community employment participants; the impact these changes will have for the take home pay of CE participants; and if CE participants will still get at least €20 more than they would if they remained on jobseeker's assistance. View answerThe Department reviewed the changes on Community Employment and other programmes following the passing of the Social Welfare Bill. As participants on CE are employees of schemes, CE sponsors are obliged to pay PRSI at the appropriate class (A8/A9).
For the majority of CE participants who are earning €352 or less, there will be no change as the 0% Class A8 rate of PRSI applies. However, the change will affect CE participants who earn in excess of €352 per week. These participants are now subject to the revised Class A9 rate of PRSI and will pay 4% on the total income. For those CE participants their income will be reduced accordingly.
543. Deputy Emmet Stagg asked the Minister for Social Protection the reason for the delay in determining an appeal in relation to disability allowance in respect of a person (details supplied) in County Mayo. [1860/13]
View answerThe Social Welfare Appeals Office has advised me that an appeal by the person concerned was registered in that office on 24 August 2012. It is a statutory requirement of the appeals process that the relevant Departmental papers and comments by or on behalf of the Deciding Officer on the grounds of appeal be sought. These papers were received in the Social Welfare Appeals Office on 12 November 2012 and the case will be referred to an Appeals Officer who will make a summary decision on the appeal based on the documentary evidence presented or, if required, hold an oral hearing.
The Social Welfare Appeals Office functions independently of the Minister for Social Protection and of the Department and is responsible for determining appeals against decisions on social welfare entitlements.

Deputy Róisín Shortall asked the Minister for Social Protection the way in which superannuation is defined when determining the net wage of a person applying for family income supplement and the way in which additional voluntary contributions to pension funds are treated as part of the assessment process, that is, are AVCs reckonable as a deductible expense in determining the net wage of the applicant; if the entitlement to various tax reliefs, is routinely crosschecked as part of the family income supplement application process as a means of limiting the total expenditure on this scheme; if not, the reason for same; and if the new local property tax will be a deductible expense for the purposes of determining the net wage of a family income supplement applicant. View answerThe Family Income Supplement (FIS) is designed to provide support for people with families who are on low earnings. This preserves the incentive for them to remain in employment in circumstances where they might only be marginally better off than if they were claiming other social welfare payments.
FIS is calculated on the basis of 60% of the difference between the income limit for the family size and the net income of the person(s) raising the child(ren). Net income for FIS purposes comprises total family income less income tax, employee PRSI, universal social charge (USC) and pension contributions (including superannuation and additional voluntary contributions AVCs).
For FIS purposes, weekly family income is defined in Section 227 of the Social Welfare Consolidation Act, 2005, as the amount of income received in a week by a family less, inter alia, any allowable contributions referred to in Regulations 41 and 42 of the Income Tax (Employments) (Consolidated) Regulations 2001. Accordingly, any pension contribution is excluded from the definition of weekly family income for the purposes of determining entitlement to FIS.
FIS applicants are required to provide a P60 or recent payslips in support of their applications. If there is doubt about the applicant’s tax credit entitlement the customer may be contacted regarding this issue and requested to contact Revenue and/or to furnish a recent tax credits certificate. However it should be noted that each individual’s entitlement to tax credits and reliefs is a matter for the Revenue Commissioners.
There is no provision in Social Welfare legislation to allow for the exclusion of the local property tax from weekly family income for FIS purposes. Accordingly the local property tax will not be deductible from gross income when calculating net weekly family income.

I am providing a list of bodies that were both fully and partially funded in 2012 by my Department, as it is not possible to differentiate between those that were fully funded and those that were not. The list is extensive as there were over 1,000 bodies that benefited from funding under Community Employment (CE) schemes alone. In addition to CE schemes, my Department provides funding to job clubs, local employment services and other bodies nationwide.

546. Deputy Pat Breen asked the Minister for Social Protection when a decision on disability allowance appeal will issue to a person (details supplied) in County Clare; and if she will make a statement on the matter. [1950/13]
View answerThe Social Welfare Appeals Office has advised me that the disability allowance claim of the person concerned was disallowed following an assessment by a Medical Assessor who expressed the opinion that he was medically unsuitable for the allowance. An appeal was registered on 6 November 2012 and in accordance with the statutory procedures the relevant department papers and the comments of the Deciding Officer on the matter raised in the appeal have been sought. In that context, an assessment by another Medical Assessor will be carried out.
The Social Welfare Appeals Office functions independently of the Minister for Social and Family Affairs and of the Department and is responsible for determining appeals against decisions on social welfare entitlements.

Deputy Patrick O'Donovan asked the Minister for Social Protection if consideration will be given by her Department to allowing those persons who completed community employment placement and were near retirement age to re-enter the CE scheme process as part of the expansion of the scheme to include local authorities as recently announced in budget 2013; and if she will make a statement on the matter. View answerThere are no plans to change the current CE eligibility criteria to facilitate those who have previously participated on CE schemes for the maximum duration to re-enter. As of 4 January of this year there were 188,632 jobseekers on the Live Register who were over 1 year unemployed. These jobseekers are the primary target group for Community Employment. Any changes as advised would result in less places being available for this target group.
The current CE durations are follows.
With effect from 3 April 2000, lifetime participation on Community Employment by an individual will be limited to:
- 3 years (156 weeks) for persons under 55 years of age;
- 6 years (312 weeks) for persons of 55 years of age up to and including 65 years of age;
- Eligible persons in receipt of a qualifying disability-linked Social Welfare payment will be eligible for one additional year on CE over the standard maximum participation caps, i.e. 4 years maximum time on CE for those under 55 years of age (PTJ Option only), and 7 years maximum time for those between 55 and 65.
- Participation on Community Employment has an upper age limit of 65 years of age, i.e. a CE participant/Supervisor can remain on CE until the day before their 66th birthday, provided they meet all other eligibility requirements.
Participation on CE prior to 3 April 2000 is not counted.
Under the Government Policy Statement, Pathways to Work, one-third of places on Community Employment schemes will be refocused towards shorter active labour market interventions.
The Department will continue to review schemes to ensure that there are adequate supports available to assist jobseekers and other disadvantaged groups and that the maximum utilisation and value is gained from Community Employment participation.
