Deputy Michael Moynihan asked the Minister for Agriculture, Food and the Marine if a person who has land or a farm valued at €400,000, and is thinking of transferring this to his son or daughter in 2013/2014, if there are any changes envisaged by him in relation to transfers for 2014 as opposed to what is in place this year; and if he will make a statement on the matter. View answerProposals for EU Regulations governing the CAP reform were published in October 2011 and negotiations are ongoing at present. Unfortunately it is still too early to predict what the finer detail of any agreement will be. It is impossible therefore to speculate or indeed to advise on the best options for farmers at this stage. However under the current proposal farmers who have received payment on one or more entitlements in 2010 or 2011 will have entitlements established under the new scheme if they apply in the first year of the scheme. Alternative provisions will be made for farmers who have entered into farming after 2011.
It has now been confirmed that the new Scheme will commence in 2015.
169. Deputy Éamon Ó Cuív asked the Minister for Agriculture, Food and the Marine when a decision will be made in relation to a derogation appeal lodged by a person (details supplied) in County Galway; and if he will make a statement on the matter. [2094/13]
View answerWhile the person named appealed to the DAS Appeals Committee, he was among a high percentage of applicants who submitted supporting documentation with their appeals which had not previously been submitted to my Department This necessitated further examination by my Department before the necessity to refer the appeals in question to the Appeals Committee could be confirmed.
In this case, the additional documentation was sufficient to allow the appeal. Accordingly, processing of the 2012 Disadvantaged Areas Scheme application was recently finalised, and payment will shortly issue to the nominated bank account.

Deputy Éamon Ó Cuív asked the Minister for Agriculture, Food and the Marine the reason he informed this Deputy that a person (details supplied) in County Galway, received their 2012 disadvantaged area payment on 3 November 2012, when it transpires that this person has not received this payment to date; and if he will make a statement on the matter. View answerI regret that, due to an error, the Deputy was inadvertently not given the correct position in relation to the payment status of the person concerned in my earlier reply. I would now like to take the opportunity to correct the record in this regard.
The factual position, as of 4 December 2012, was that processing of the application was ongoing. However, in the interim, the process has been finalised, with the holding of the person named having been confirmed as satisfying the Scheme minimum stocking density requirements. Consequently, payment will issue in the coming days, directly to the nominated bank account.
171. Deputy Éamon Ó Cuív asked the Minister for Agriculture, Food and the Marine when a person (details supplied) in County Galway will be issued with their 2012 agri environment options scheme payment; the reasons for the delay in payment; and if he will make a statement on the matter. [2097/13]
View answerThe person named was approved for participation in the 2011 Agri-Environment Options Scheme with effect from 1st September 2011 and has received full payment totalling €1,333.32 in respect of 2011.
Under the EU Regulations governing the Scheme, a comprehensive administrative check of all applications, including cross-checks with the Land Parcel Identification System, must be completed before any payment can issue. During these checks a query was identified in relation to the Natura owned parcel. This problem is presently being addressed and payment will issue at the earliest opportunity once all validations have been successfully completed.

View answerPayment under the 2012 Disadvantaged Areas Scheme has not yet issued as, at this stage, the holding concerned has not yet satisfied the Scheme minimum stocking density requirements for 2012. An exercise to take account of December 2012 data, which has recently become available, is currently ongoing and is scheduled to be completed before the end of January, thereby establishing the definitive position of the holding of the person named and other similarly affected scheme applicants. Should that re-validation confirm that the holding has satisfied the Scheme requirements, the case will be further processed with a view to payment issuing at the earliest possible date thereafter.

Deputy Éamon Ó Cuív asked the Minister for Agriculture, Food and the Marine the farming educational qualifications needed to avail of specific agricultural schemes, such as young farmer schemes and to be eligible for single payment entitlements from the national reserve and to be entitled to milk quota from the national reserve; and if he will make a statement on the matter. View answerIn relation to the Single Farm Payment, for the purpose of eligibility under the National Reserve Scheme, new entrants to farming must have obtained a FETAC Level 6 Advanced Certificate in Agriculture or its equivalent. The green certificate in farming is regarded as equivalent for this purpose.

If all farms were paid €100 per hectare on the first 20 hectares (or on the total eligible area for farms below 20 hectares), with the balance of the farm land paid at the farmer’s average rate per hectare in 2010, the total cost would be an estimated €907 million.
If all farms were paid €100 per hectare on the first 40 hectares (or on the total eligible area for farms below 40 hectares), with the balance of the farm land paid at the farmer’s average rate per hectare in 2010, the total cost would be an estimated €699 million.
If all farms were paid €100 per hectare on the first 60 hectares (or on the total eligible area for farms below 60 hectares), with the balance of the farm land paid at the farmer’s average rate per hectare in 2010, the total cost would be an estimated €592 million.
If all farms were paid €100 per hectare on their total eligible area, the total cost would be an estimated €472 million.
