School Accommodation

Question:

168. Deputy Kevin Humphreys asked the Minister for Education and Skills since February 2011 the number of prefabs that have been replaced with permanent classrooms; the savings that have been made in the prefab budget through the construction of new classrooms in that time; the number of prefabs that he expects to replace with new classrooms in 2013; the budget committed for same; and if he will make a statement on the matter. In March 2011, 645 schools were renting 1692 prefab units. Today that number has been reduced to 538 schools renting 1403 units. This reduction is mainly due to the number of large scale building projects that have been completed by my Department in that period. Information in relation to the number of purchased prefabs replaced in the same two year period is not readily available.

The amount spent on renting temporary accommodation at primary and post-primary level, including – but not limited to - prefabricated accommodation in the 2 years is as follows: 2012: €24.7m; 2011: €28.9m.

In addition under my Department's Prefab Replacement Initiative announced in March 2012 over 170 schools have been approved to replace their rented prefab accommodation with permanent accommodation. In excess of €42million has been allocated for this initiative of which €15.6 million was paid in 2012. This funding is being provided to schools to replace rented prefabs that are currently providing mainstream classroom and resource rooms for an estimated 6,000 pupils. In total 286 mainstream classrooms currently in rented prefabs will receive permanent buildings. Resource rooms and other ancillary accommodation will also be replaced as part of this initiative and a rental saving of up to €5m will be achieved when all the projects are completed.

In my role as Minister for Education and Skills, I frequently visit Universities and other educational institutions and also meet University Presidents at conferences and other events. I also endeavour to formally meet with University Presidents as well as other education stakeholders on education policy issues on a regular basis. For example last June I met with the University Presidents and the Chairs of the University Governing Authorities to discuss matters arising from the implementation of the National Strategy for Higher Education to 2030. Late last year I also addressed the Presidents of all of our higher education institutions in the Department of Education and Skills along with other higher education practitioners and stakeholders to outline my thinking on the future progress of the higher education reform agenda.

Small and Medium Enterprises Employment Numbers

171. Deputy Terence Flanagan asked the Taoiseach the number of persons that were employed by small and medium enterprises operating in the Dublin North East and Dublin North Central constituencies in each year since 2006; and if he will make a statement on the matter. [2584/13]

The Central Statistics Office data on employment in enterprises is available from the “Business Demography” figures. Small to medium enterprises (SME’s) are defined as follows: 1, Small Enterprises, less than 50 persons engaged; 2, Medium Enterprises, between 50 and 249 persons engaged; and 3, Large Enterprises, greater than 250 persons engaged.

The breakdown requested by the Deputy is not available. A breakdown of persons employed by SME’s is only available at county level. Figures for Dublin (Table 1) and the State (Table 2) are provided in the following tables. The year 2010 is the latest reference year for which final data is available.

The enterprise figures quoted in this answer relate to the private business economy, which includes Industry, Construction and Services in NACE Rev 2 sectors B – N (excluding 64.20 “Activities of holding companies”). Enterprises in the Public Sector, Health, Education and Agriculture are not covered.

The definitions used are: 1, Persons engaged, includes employees, proprietors and family members.; 2, Employees are persons who are paid a fixed wage or salary, persons at work or temporarily absent because of illness, holidays, strike etc, are included and persons working on a labour-only subcontract basis are excluded and 3, Proprietors and family members, included here are those proprietors, partners etc. and members of their families who work regularly in the firm and are not paid a definite wage or salary.

Censuses of Population have traditionally been taken in Ireland every five years, meaning the next census is due in April 2016. The census is traditionally held on a Sunday in April, and the exact data will be chosen closer to the time.

I propose to take Questions Nos. 173 to 175, inclusive, together.

The Commission has sanction for a total of 19 staff. The 19 positions are: the Full-time Commissioner, the Director of Research, the Project Manager and Assistant Project Manager, the Head of Administration, four administrative staff, one librarian, one library assistant and eight legal researchers. The Commission also offers placements from time to time for up to six interns. The Commission has recently advertised new internships and received applications which are under consideration.

The Commission also has an arrangement with third-level institutions for short-term internships which take place over the summer months. The total budget allocation for the Law Reform Commission for 2013 as advised by the Department of Public Expenditure & Reform is €2,114,000.

Part of the work of the Commission is to make legislation in its current state easily accessible online to the public, as amended rather than as enacted, and provide related information (the Access to Legislation project). The Commission provides online access to Revised Acts from 2006 onwards and selected others, and electronically-searchable indexes of amendments to legislation and other related information to facilitate ascertaining the current state of amended legislation. The indexes include the Legislation Directory of primary and secondary legislation and a Classified List of Acts in force. (A Classified List of in-force Statutory Instruments is in course of preparation.) The areas of the Commission’s work referred to in the Deputy’s second two questions (i.e. restatement of Statutes, production of revised Acts and work on the Legislation Directory) form part of this Access to Legislation project.

The staff of the Access to Legislation Project consist of one Project Manager (Principal Officer standard scale), one Assistant Project Manager (Assistant Principal standard scale) and two legal researchers (single point salary scale €28,789 per annum). From time to time the Commission also offers placements of up to two interns to work on this project. The position of Assistant Project Manager is currently vacant and in the process of being filled. The total pay cost (including Employer PRSI) for the staff working on the Access to Legislation Project in 2013 is estimated to be €250,330. The specialist XML authoring system needed for production of the Legislation Directory and revised Acts in conformity with existing standards for the repository of legislation costs in the region of €23,400 per annum in technical support and licensing fees. The staff working on the Access to Legislation Project (as with all staff of the Commission) are supported by the Commission’s existing HR, IT, Finance, Corporate Services, secretarial support services and other facilities.

The only body, other than statutory body, funded by my Department in 2012 was the Constitutional Convention. My Department also provided a grant to the European Movement as well as funding a number of projects under the Communicating Europe Initiative.

I propose to take Questions Nos. 179 and 180 together.

The Irish Government continues to seek a public inquiry into the murder of Pat Finucane in line with the commitments undertaken by the British and Irish governments at Weston Park and in accordance with the all party motion adopted in the Dáil in 2006. The Government believes that the work already undertaken by Desmond De Silva QC can facilitate an inquiry that need not be lengthy, open-ended and inordinately expensive. In contacts with Prime Minister Cameron both before and following publication of the review, I have made it clear that the Irish Government will continue to seek a public inquiry. The Tánaiste has also made this position clear in his contacts with Deputy Prime Minister Clegg and Secretary of State Villiers. Prime Minister Cameron also indicated that he had asked the Secretaries of State for Defence and Northern Ireland and the Cabinet Secretary to report back to him on all the issues that arise from this Report.

Last July the Government agreed to the recommendations of a review of the National Economic and Social Council (NESC) and the National Economic and Social Development Office (NESDO) undertaken by my Department. It was agreed to dissolve the NESDO but to retain the NESC as the statutory body. The review also recommended a number of measures to streamline and improve the operation of the NESC and achieve further efficiencies. In addition, there has been a 11.1% reduction in funding since 2011, building on the reductions in previous years. Work, including to develop the necessary legislation, is underway in my Department.

Deputy Dara Calleary asked the Taoiseach the 2012 targets set out for his Department for implementation of the Jobs Action Plan; if he will report on the attainment or otherwise of these targets; the reason targets were not met; the steps he is taking within his Department to create new jobs; and if he will make a statement on the matter. The Department of the Taoiseach co-chairs, with the Department of Jobs, Enterprise and Innovation (DJEI), the Monitoring Committee on Action Plan for Jobs 2012. The Department of Public Expenditure and Reform and Forfas are also members of the Monitoring Committee. at Committee has published three Progress Reports to date (available on the DJEI website) which show that the 160 measures due for completion in the first six months of last year under the Plan have been delivered and that 58 of the 67 of the measures due in Q3 of 2012 were delivered on schedule. The Fourth Progress Report detailing progress made on Q4 measures, as well as those described in the Action Plan as "ongoing in 2012", is due shortly. The Department of the Taoiseach has some responsibility in relation to two measures outlined in the 2012 Plan.

Firstly, regarding the approach to agreeing new structures to improve Coordination and Synchronisation of Regulation (Action 1.53) by Departments and Agencies, this measure was delivered on schedule in Q2. In April 2012 the Government agreed a cohesive approach to the overall regulation agenda across Government and confirmed the assignment of a number lead responsibilities with overall strategic coordination and work on economic regulation in general overseen by D/Taoiseach and progressed at Cabinet Committee level. The work on economic regulation is being informed by the Forfás study on sectoral regulators which is expected to be completed shortly.

In 2012, two staff transferred from my Department to other locations, one to Co. Meath and one to Co. Mayo. No member of staff in the National Economic and Social Development Office (NESDO), which is the only agency under the aegis of my Department, transferred to another location in 2012.

Staff can apply directly to Departments / Offices in other locations or via the Central Applications Facility which is maintained by the Public Appointments Service. In these circumstances my Department would normally only be made aware of such applications when suitable vacancies arise and steps are ready to be taken to effect the transfers sought. Therefore, it is not possible to confirm the number of staff in my Department or NESDO who currently wish to transfer to other locations.
