55. Deputy Finian McGrath asked the Tánaiste and Minister for Foreign Affairs and Trade if he will continue to support the peace process in Colombia and not allow some elements wreck the efforts being made; and if he will make a statement on the matter. [4660/13]
View answerI strongly support the Colombian peace process and hope that the negotiations underway will bring an end to the long conflict that has caused much suffering. I recently led the Irish delegation at the EU-CELAC (Community of Latin American and Caribbean countries) Summit in Chile and I availed of the opportunity to meet with Colombia's President Santos and Foreign Minister Holguín. We had a very useful discussion on a range of issues including Colombia’s peace process, trade, human rights and other matters.
I assured President Santos of the Government's support for Colombia's peace process, and commended efforts to provide the people of Colombia with the peace and stability that they deserve. President Santos expressed his appreciation for our support. He added that he is very aware of our own peace process, saying that the Colombian process has already incorporated some useful lessons from it. I said that we stand ready within available means to share our experiences, if invited to do so by the parties to the process. I told President Santos that Ireland understands very well the challenges as well as the opportunities represented by a peace process and I expressed the hope that a successful outcome can be reached in the talks underway.
56. Deputy Thomas P. Broughan asked the Tánaiste and Minister for Foreign Affairs and Trade if the EU or the UN are considering additional sanctions against Syria; and if he will make a statement on the matter. [4771/13]
View answerSince the crisis first erupted almost two years ago, the EU has been prompt in adopting a wide range of stringent measures against the Assad regime and its supporters so as to compel them to stop the violence and to engage in a genuine and inclusive process of national dialogue mapping a way out of the crisis. EU sanctions include a range of individual listings as well as restrictions on goods and services, including an oil and arms embargo. The EU General Affairs Council at the end of November renewed the sanctions package in place against Syria for a period of three months. A review of these sanctions is now taking place in Brussels at official level and the Foreign Affairs Council on 31 January will discuss the further extension of the EU sanctions package beyond the end of March.
Ireland’s position remains one of support for the continuation of the EU's sanctions, including the arms embargo. The sanctions complement the efforts on the political track which are being led by UN/Arab League Joint Special Representative, Lakhdar Brahimi, to bring about an end to the violence and to get some form of political process underway. Given the current divisions at UN level, there are no international harmonised sanctions in force and Ireland, together with its EU partners, will continue to urge the UN Security Council to adopt constraining measures against the Syrian authorities, including a global arms embargo.

The Emigrant Support Programme (ESP) provides funding to non-profit organisations and projects to support Irish emigrant communities overseas. The priority of the ESP, and of the organisations it supports, is in assisting the most vulnerable members of overseas Irish communities. These organisations have made a substantive difference to the lives of Irish people living abroad, reducing homelessness, tackling social isolation, and enabling Irish emigrants to access their local statutory entitlements.
The total funding allocated in the Estimates for 2012 for the Emigrant Support Programme was €11,595,000, with an outturn of €11,586,368. Details of all grant recipients since 2006 can be found on my Department's website, a full list of grant recipients and the amount that they received in 2012 is set out in the following table. I am pleased that despite the difficult financial situation we face, the Government has maintained funding under the ESP at a level of €11,595,000 for 2013. The 2013 grant round is now open and will close on 20 February. No decisions on the allocation for this year's grants will be made until after this date.
