91. Deputy Maureen O'Sullivan asked the Minister for Public Expenditure and Reform if his attention has been drawn to the terms of a lease held at public expense on a premises associated very closely with the 1916 Rising, Carrisbrook House, Ballsbridge; his views on whether there is any possible link between the deal obtained by the developers of this property from ANCO and the Department of Industry and Commerce in 1969 and the activities of an organisation, Taca; if he will publish a schedule of all leases entered into by public bodies, statutory agencies and the like between 1963 and 1973, where such leases remain in force today; and if he will make a statement on the matter. The Minister for Jobs, Enterprise and Innovation has policy responsibility for matters relating to Carrisbrook House, Anco and the Department of Industry and Commerce and relevant questions should be put to him in the first instance.

Questions in relation to leases entered into by public bodies, statutory agencies and the like between 1963 and 1973 where such leases remain in force today should be put to the relevant Minister/public body/statutory agency who has policy responsibility in the first instance.

In relation to leases entered into between 1963 and 1973 where such leases remain in force today under the aegis of the Department of Public Expenditure and Reform I have asked OPW to compile a list of the relevant leases and forward it to the Deputy as soon as possible.

National Lottery Funding Disbursement

Deputy Kevin Humphreys asked the Minister for Public Expenditure and Reform if he will consider including the words natural environment on the list of purposes to which national lottery funds could apply in the National Lottery Bill 2012; and if he will make a statement on the matter. The categories for the disbursement of National Lottery funds provided for in section 41 of the National Lottery Bill 2012 include national culture and heritage (including the Irish language) and youth, welfare and amenities. These two categories are quite wide and would not prohibit the funding of community projects which have an environmental dimension. Consequently, I am of the view that a specific category called the National Environment is not required.

Furthermore, the inclusion of a new category would inevitably lead to demands for the inclusion of other specific categories, thus leading to greater demands on the amount of funding available and the dilution of the effectiveness of those funds. Accordingly, I do not propose to alter the categories of good causes specified in the Bill.

Deputy Michael Healy-Rae asked the Minister for Jobs, Enterprise and Innovation the position regarding a State agency (details supplied) that has paid almost €5 million in rent on a vacant property in the past five years, a building that it is unable to sublet to others; and if he will make a statement on the matter. Carrisbrook House was acquired by AnCO in 1969 on a 65 year full-repairing lease, commencing on 1st August 1969 and expiring on 31st July 2034. There is no provision for lease breaks on the property and the rent is due for review every seven years. The Industrial Development Authority acquired the lease from AnCo on 20th October 1976. On 1st January 1994, the leasehold interest transferred to Forfás. The Industrial Development Authority occupied Carrisbrook House from 1976 until 1985, when the agency relocated to Wilton Park House. I understand that the Youth Employment Agency occupied three floors of Carrisbrook House between 1986 and 1989.

Since 1985, the available offices were sub-let to a number of tenants outside the public sector on a continuous basis until early 2008 when a major tenant exercised its break clause in its sublease and vacated the building. The Israeli Embassy is currently the only occupant of the premises, on a sub-lease which expires in 2025. The total rent per annum paid by Forfas in respect of the vacant space in Carrisbrook House since 2008 has been as follows: 2008, €0.743m; 2009, €0.990m: 2010, €0.990m; 2011, 0.990m; 2012, €0.990m.

In addition, annual rates and service charges are applicable on the building. Forfás has been actively seeking to market the vacant space in Carrisbrook House since 2008. The Office of Public Works and the Department of Public Expenditure and Reform have also been advised, through my Department and Forfás, of the availability of vacant space in the building. The IDA has also been asked to bring the availability of the accommodation to the attention of prospective clients. In current market conditions, and despite a number of engagements with potential tenants by Forfas, a letting has not been secured.

94. Deputy Patrick Nulty asked the Minister for Jobs, Enterprise and Innovation the support and assistance available to unemployed persons who are considering setting up a business; and if he will make a statement on the matter. [13183/13]

Anyone interested in starting their own business should in the first instance contact their local County and City Enterprise Board (CEB). The CEBs support the indigenous micro-enterprise sector in the start-up and expansion phases and stimulate enterprise potential at local level. The CEBs are the first port of call in terms of advice, direction, training and grant support for anyone who wishes to start a business. The CEBs will deal with queries from all potential clients (including those who have taken redundancy, whether in the public sector or not). Contact details for the CEBs are available on www.enterpriseboards.ie. They offer a range supports including both financial assistance and non-financial assistance. The forms of financial assistance, which are available subject to certain criteria and conditions, are Priming Grants, Business Expansion Grants and Feasibility/Innovation Grants. The provision of non-financial assistance can take the form of a wide range of business advice and information services, management capability training and development programmes, e-Commerce training initiatives etc. Training courses include such topics as start-your-own-business, taxation for beginners, internet marketing, idea’s generation and negotiation skills.

As part of the overall Government approach to unemployment, the Department of Social Protection (DSP) operates a range of employment support measures designed to encourage and support social welfare recipients of working age to reduce their dependency on welfare payments by taking up self-employment opportunities. These include the back to work enterprise allowance scheme (BTWEA), short term enterprise allowance scheme (STEA), employer job (PRSI) incentive scheme and JobBridge - the national internship scheme. The STEA is payable to a person who qualifies for jobseekers’ benefit and who wishes to commence in self-employment. Further information on specific entitlements can be obtained by contacting your local Social Protection Office.

In addition, Microfinance Ireland is providing support in the form of loans of up to €25,000 available to start-up, newly established or growing microenterprises employing less than 10 people with viable business propositions that do not meet the conventional risk criteria applied by the banks. The Fund has a significant entrepreneurship focus and is open to anyone with a viable business proposal. Applications for the new Microfinance Fund should be channelled through the local CEB. Contact details for the CEBs are available on www.enterpriseboards.ie.

A guide entitled “Financial Support for Irish Business” has been published on my Department’s website at www.djei.ie under “latest publications” and includes information on supports, other than those available from the Enterprise Development Agencies, such as “Revenue Job Assist” and “Back to Work Enterprise Allowance”. A particularly important action in this year's Action Plan for Jobs 2013 is the launch of the Local Enterprise Offices (LEOs) which will see the merger of the CEBs with the Business Support and Enterprise Development functions of the Local Authorities. The APJ recognises that the indigenous micro-enterprise and small business sector is central to economic recovery, job creation and the future prosperity of the Irish economy. This merger will ensure that the national enterprise support model for these sectors is a premium model delivering high quality.

The management of IDA’s property portfolio, including the purchase of land and the development of business parks is a day to day operational matter for the Agency and not one in which I have a function. I have been informed by IDA that in 2008 the Agency acquired in the region of 11 hectares (28 acres) of industrial zoned land on the Sligo Road, Ballina, Co. Mayo for the development of a Business and Technology Park. Full planning permission has been obtained for this land.

In 2010 the Agency carried out limited site treatment works at the IDA Park in Ballina. These works involved some limited boundary fencing, cultivation, planting and general low level landscaping focusing on the site boundaries. The works also included the demolition and environmental disposal of materials relating to a former derelict house on the subject lands. The total expenditure associated with same was approximately €60,000 excluding VAT. Capital works for a new park entrance, access roads and associated services were also planned but due to budgetary constraints these works have not yet taken place.

The Agency has assured me that it continually promotes and markets the Park in Ballina to overseas clients wishing to invest in Co. Mayo and would consider reviewing its capital budget expenditure programme for this land if a suitable client expressed interest in investing in the area.

I thank the Deputy for bringing this business idea to my attention. My Department has already had contact with the Deputy's correspondent.

Enterprise Ireland has a broad system of financial and non-financial supports in place to assist clients through all stages of the business development cycle. My Department has provided the Deputy's correspondent in this matter with the contact details of the relevant Development Adviser in Enterprise Ireland who is available to discuss his proposal with him and who can provide him with details of the supports available from Enterprise Ireland to entrepreneurs and early stage companies that have an innovative product, service or technology, and have the potential to achieve exports sales and create employment. These supports include: Pre Investment Supports for High Potential Start-Ups (HPSUs); New Frontiers Entrepreneur Development Programme. National incubation programme that offers successful applicants a package of supports to help accelerate their business development and to equip them with the skills to successfully start and grow a company. HPSU Feasibility Grant. Used to investigate the viability and potential of an innovative/high potential start-up and the development of an Investor Ready Business Plan. Innovative HPSU Fund (Equity). The Innovative HPSU Fund allows Enterprise Ireland to offer equity investment to HPSU clients, on a co-funded basis to support the implementation of company business plans. First time and follow-on equity investments in HPSUs are supported under this offer. Mentor Grant. Used to support the cost of a Mentor Assignment. Enterprise Ireland can match an entrepreneur with an experienced business mentor to assist the start-up phase or advise on specific areas of a company development plan. Innovation Voucher. Innovation Vouchers, worth €5,000, are available to assist a company to work with a registered college or knowledge provider to explore a business opportunity or technical problem. Internet Growth Acceleration Programme (iGAP). A 6 month intensive management development programme aimed exclusively at high potential internet/games companies.

In addition, Dublin City Enterprise Board (DCEB) can provide support for micro-enterprise in the start-up and expansion phases in order to promote and develop indigenous micro-enterprise potential and to stimulate economic activity at local level. This support can be either financial and/or non-financial in the form of Priming Grants, Business Expansion/Development Grants, Feasibility/Innovation Grants as well as a wide range of business advisory services such as Business Management, Mentoring, E-commerce, Enterprise Education and Women in Business networks.
