Deputy Joe O'Reilly asked the Minister for Health when it was decided to remove access to phlebotomy services at Cavan General Hospital for diabetics attending consultants but not referred specifically as a result of an appointment at the diabetic day centre; the reason for the decision; and if he will make a statement on the matter.
