473. Deputy Patrick Nulty asked the Minister for the Environment, Community and Local Government if persons who hold affordable housing mortgages with local authorities are allowed apply to transfer their mortgage to a larger home, if their current home no longer meets their family needs due to overcrowding, or due to them having children with special needs; and if he will make a statement on the matter. Provisions governing mortgage lending by local authorities are set out under the Housing (Local Authority Loans) Regulations 2009 and associated credit policy. To ensure effective targeting of resources, loan finance continues to be available to first time buyers only. No scheme currently exists which allows for the transfer of a loan to another property. An individual is however free to seek access to finance in the private sector and in this way to fund a change of home.
