Question:

219. Deputy Shane Ross asked the Minister for Health the number of quangos operating under the aegis of his Department; the total number of directors sitting on their boards; the aggregate fees incurred by the State in paying the remuneration of directors of these quangos; the number of quangos that have been created since the formation of the Government; the number that have been disbanded over the period; the projected cost to the taxpayer of the establishment and operation of these new quangos; and if he will make a statement on the matter. The table below sets out the statutory bodies operating under the aegis of my Department. No new statutory bodies have been established since the formation of this Government.

Three bodies, the National Council for the Professional Development of Nursing and Midwifery, National Social Workers Qualifications Board and the Children Acts Advisory Board have been dissolved since March 2011.

The information requested by the Deputy in relation to fees incurred by the State is not readily available, but I will forward a detailed reply to the Deputy as soon as possible. With regard to board fees, there are three categories currently payable to chairpersons and directors of agencies under the aegis of my Department.. Members of boards entitled to such fees may waive these fees if they so wish. The "one person one salary" principle provides that public servants acting as chairpersons or directors of state-sponsored bodies do not receive additional remuneration for undertaking such duties. Members of boards are also entitled to claim travel and subsistence as governed by the travel and subsistence Circulars issued by the Department of Public Expenditure and Reform.

Mountain Rescue Teams

Question:

220. Deputy Clare Daly asked the Minister for Transport, Tourism and Sport in view of the Dublin and Wicklow Mountain Rescue Team and the Glen of Imaal Red Cross Mountain Rescue Team becoming the first rescue teams to carry out 100 operations in one calendar year, if he will consider allocating funding and extra supports for their mountain rescue teams. I would like to congratulate Dublin and Wicklow and Glen of Imaal  Mountain Rescue Teams on reaching such an important milestone of 100 rescues in a single year and to acknowledge the important role that Mountain Rescue Teams  play in assisting people who get into difficulty on our hills and mountains.  

Responsibility for the coordination of mountain rescue rests with An Garda Siochana under the Framework for Major Emergency Management. Additional support is provided on request by the Coast Guard, Air Corps helicopters, and by Civil Defence. The Coast Guard, which is a Division of my Department has responsibility for the administration of grant payments to mountain rescue teams. In 2013 these teams were paid a grant of €14,815.00 each. Despite the pressure on public finances it has been possible to retain the grant at this level over the past few years.

221. Deputy Bernard J. Durkan asked the Minister for Transport, Tourism and Sport if the appropriate level of funding has been made available for traffic calming measures at Johnstownbridge and Kilshanroe, County Kildare; and if he will make a statement on the matter. [49634/13]

The improvement and maintenance of regional and local roads is the statutory responsibility of each local authority, in accordance with the provisions of Section 13 of the Roads Act 1993. Works on those roads are funded from local authorities own resources supplemented by State road grants.  The initial selection and prioritisation of works to be funded is also a matter for the Council. Local authorities have been provided with over €400 million for regional and local roads this year.  From this allocation Kildare County Council has been allocated over €21.6 million. 

 An application for funding for traffic calming works and surfacing works at Johnstownbridge and Kilshanroe was received in my Department from Kildare County Council at the end of October 2013.  It will be considered along with all other local authority applications for funding for 2014. It is also open to the Council to fund these works from its Discretionary Grant or from its own resources. I will announce the 2014 regional and local road grant allocations early next year.

Deputy Michael McCarthy asked the Minister for Transport, Tourism and Sport if he will consider providing an exemption for a person (details supplied) in County Cork who held a provisional licence just prior to November 1989 when it comes to the issue of special licences for persons towing trailers; and if he will make a statement on the matter. Driver licensing is the statutory responsibility of the Road Safety Authority (RSA), and I cannot comment on individual cases.  

As a matter of policy, there was a change to driver licensing law as of 13 November 1989.  Prior to that date, there was one category of licence covering both a car and the drawing of a trailer with a car.  From that date there were two separate categories, one for car and one for car plus trailer.  People who held a full licence before that date were allowed, when renewing their licences, to apply for both new categories.  It would appear that a number of people mistakenly did not tick boxes for both categories when renewing their licences, and so lost their trailer entitlements.

Following representations from farming organisations earlier this year, I agreed, on a once-off basis, that people who held a full licence under the pre-November 1989 system and inadvertently lost their trailer entitlement in the interim could have their trailer entitlement restored.  The RSA advertised for applications for restoration of trailer licences in October, and the closing date for receipt of applications was 8 November 2013.   

This one-off procedure applied only to people who had a full licence before 13 November 1989, and did not apply to people who held a provisional licence at that time. 

Swimming Pool Projects

Deputy Micheál Martin asked the Minister for Transport, Tourism and Sport the position regarding funding for an organisation (details supplied) in Dublin 7 to upgrade the swimming pool on its premises; the body responsible for providing this funding for the pool; the date on which this funding will be released; the date on which building works are due to commence on the swimming pool upgrade; if he appreciates the need for this swimming pool for the community in Dublin 7; and if he will make a statement on the matter. In 2010 a grant of €648,000 was allocated towards the much needed refurbishment of the De Paul Swimming Pool, St. Vincent`s Centre, Navan Road, Dublin 7. Earlier this year this grant was increased to €1.261m.

The Department is awaiting the completion of legalities before approval can be given for this project to proceed. The grantee and their solicitors are fully aware of those legal requirements. The Department is not in a position to progress the matter any further in advance of the completion of those legalities.

The Deputy will find a list of all agencies under the remit of my Department's website www.dttas.ie. Full details of board membership are also listed as are details of the approved level of board fees payable.  The fees actually paid by agencies are set out in the annual accounts of the relevant agency. In the case of commercial agencies, fees are paid by the agency rather than the taxpayer.   Since my appointment as Minister for Transport, Tourism and Sport, I have created no agencies. However, I have merged two - Dublin Tourism with Failte Ireland and Dundalk Port with Dublin Port. Additionally, I have transferred 4 Harbour Authorities to Local Authorities.  

Shannon Airport did separate from the Dublin Airport Authority on 31st December 2012 to merge with a restructured Shannon Development to form a new integrated Shannon entity in public ownership.  As this is a commercial agency, there is no projected cost to the taxpayer.

Coaching Ireland has been been merged into Irish Sports Council.  Plans are in train for the merger of Irish Sports Council and the National Sports Campus Development Authority and for the merger of the Railway Procurement Agency and the National Roads Authority. The development of the legislation to give effect to these is at an advanced stage. As part of the Ports Policy Review, I intend to transfer Bantry Harbour into the control of the Port of Cork.
