Deputy Luke 'Ming' Flanagan asked the Minister for Social Protection if steps will be taken to ensure that more choice will be given to those with disabilities and their families on the way they can allocate their disability allowance; and if she will make a statement on the matter. Disability Allowance is a means-tested income support payment for people with a specified disability whose income falls below certain limits and who are aged between 16 and 66. The manner in which the payment is utilised is a matter for the claimant or, in certain cases, his/her guardian.

Issues relating to the development of individualised systems of resource allocation for people with disabilities are associated with the manner of the provision of disability support services and are, accordingly, more relevant to the Minister for Health.
