291. Deputy Tom Fleming asked the Minister for Agriculture, Food and the Marine if he will examine and clarify a financial discipline single farm payment reduction of €720 in respect of a person (details supplied) in County Kerry; and if he will make a statement on the matter. [54857/13]

An application under the 2013 Single Payment Scheme was received from the person named on 8 May 2013. This application was processed and the advance payment issued on 16 October, with the balancing payment issuing on 2 December.

The reduction in question is due to the application of Financial Discipline. This is a reduction of 2.453658% and is applied in accordance with the relevant EU Regulations. It was necessitated by the need to ensure that the overall EU budget is not exceeded. The reduction applies on all payments under the Single Payment Scheme in excess of €2,000. Member States have no discretion in the application of Financial Discipline.
