I am informed by IDA Ireland that the Agency has completed an initial review and has commissioned Consulting Engineers to prepare a detailed remediation/improvement design in line with current lighting standard requirements. The tender for capital improvement works and the co-ordination of the improvement works is in line with public procurement procedures. I understand from the Agency that, in line with public procurement procedures, the tender for the consultant was issued in December 2013. I am informed that the proposed main works tender is being designed in detail and will issue as soon as possible.

I am informed by IDA Ireland that in the past 5 years there has been a total of 8 IDA sponsored site visits by potential investors to County Kildare. Site visits are recorded by IDA Ireland only on a county basis. Detail of the number of site visits conducted in each of the 5 years 2009 to 2013 is set out on the attached tabular statement.

When showing locations to potential investors, IDA has to be credible and competitive in its approach, in the context of the stiff international competition for mobile FDI i.e. locations must meet the criteria of the client company in respect of skills, labour, site and/or buildings infrastructure. Kildare has a strong reputation as a location with a strong track record for attracting leading and world class manufacturing companies such as Intel, Pfizer, Braun, Hewlett Packard and Proctor and Gamble. In all there are 25 IDA companies in Kildare employing 10,172 people.

Enterprise Ireland, which deals with indigenous industry, does not conduct similar type site visits but Enterprise Ireland Executives work regularly in the field in Kildare meeting with clients. These meetings range from introductory meetings with potential entrepreneurs to strategic planning meetings with established companies to promote expansion in addition to visits with community groups to advance enterprise infrastructure in the community. In addition Enterprise Ireland arranges international buyer visits to Ireland. These visits are focussed on sectors rather than specific geographic locations. In 2013, Enterprise Ireland attracted over 900 international buyers to Ireland. These buyers are from a variety of industry sectors, are targeted to meet companies nationwide in specific sector/business area of interest to the buyer and not for a specific location/county. This major drive is critical at a time when Irish companies are under pressure to both maintain sales with existing customers and secure new customers. A key aspect of the Inward Buyer plan is to focus on strong business prospects to maximise “conversion” of these initial inward buyer visits undertaken into solid orders for Enterprise Ireland clients.

Under the Industrial Development Acts the management of IDA Ireland’s property portfolio, including the leasing and rental of business units, is a day to day operational matter for the agency and is not one in which I have a function. I am informed by IDA Ireland that in 1983 the Agency entered into a 35 year lease arrangement on 6 units, each approximately 300 square metres, in Newbridge, Co Kildare. At present, one of those units is leased out by IDA and the other 5 are available for marketing. I am informed that the rent invoiced by IDA for this unit is €24,549.13 per annum while the annual cost of security and electricity equates to roughly €12,000 per annum. I understand from the Agency that it markets the available units through a national website portal, www.daft.ie, and appointed local estate agents.

IDA Ireland has stated that it would consider opportunities to utilise its non-core property portfolio to attract other non-traditional type investments into a region for investments which don’t fall under the general remit of IDA or Enterprise Ireland but which could create investment and employment opportunities. The available units in Newbridge are being marketed in this context.

I am informed by IDA Ireland that during 2013 there was 1 IDA sponsored site visit to County Kerry by potential investors. At the end of 2013 there were 12 IDA Ireland supported companies in Kerry employing 1,638 people, with 101 new jobs being created during the year.

The Agency has also informed me that on 4 June 2013, MYMIC Global along with Minister Jimmy Deenihan and Deputy Michael Healy-Rae announced that twenty two jobs would be created in Valentia over the next three years. The jobs will be in the computer software industry in the medical and marine areas, with an initial staffing of 5 growing to a 22 over 3 years, working from offices in the former Cable station building on Valentia Island. In addition there will be a further 15 jobs in the construction phase. MYMIC Global focuses on computer simulation and visualisation products and services to support training and logistics management across a number of sectors. The company will initially market existing training products available from its US affiliate designed to improve worker safety in the maritime sector. It also plans to create an immersive experience which supports heritage tourism in southwest Kerry. The jobs announcement was made in conjunction with IDA Ireland, Kerry County Enterprise Board and the Valentia Island Development Company.

There were no specific press announcements for Kerry in 2013 however, in terms of employment growth, the preliminary results from the Forfas employment survey for 2013 show a net gain of 345 permanent full time jobs in Enterprise Ireland client companies in Co. Kerry. Please note that these figures are preliminary and are subject to change pending the publication of the official Forfas Employment Survey in 2014.

An offer of support from Enterprise Ireland to each client company is a confidential matter and will vary depending on the type of support being sought. It is worth noting that for a variety of reasons some companies do not announce their job creation or expansion plans. Where a client company wishes to publicly announce new jobs created, Enterprise Ireland can facilitate this announcement by issuing a press release in conjunction with the company.

In preparation for the new LEOs, a project to develop a common LEO website is currently underway. The new Website will incorporate on-line self-assessment tools, signposting to other State services, benchmarking, how to guides etc. The project will deliver a powerful resource for the LEOs which will ensure that a level of web capability is available to all LEOs in the country. The target date for the formal commencement of the new LEO structure, including the website, is during Q1 2014.

Meanwhile, Enterprise Ireland is undertaking local and international research to determine the best practice with regard to a single one-stop-shop website for support to business generally. This research entails examining the existing website infrastructure in Ireland aimed at the Start-Up and Small and Medium community, international best practice, the level of customer usage and satisfaction with these websites, the resources required to maintain such a website and the costs involved. Enterprise Ireland expects to be in a position to determine the scope of a single one-stop-shop website by Q2 2014.

Youth Unemployment Measures

The Minister for Social Protection has the lead responsibility for the implementation of the EU Council Recommendation on a Youth Guarantee. The Department of Social Protection has set up an interdepartmental group with officials and programme managers from the Department of Education and Skills, Department of Jobs Enterprise and Innovation, and the Department of Children and Youth Affairs, to review the current range of youth employment policies in Ireland to assess what measures will need to be taken to commence the implementation of the Youth Guarantee. For my part, I have not had any meetings with youth groups or organisations working with or representing young people on these matters.

I understand that Ireland’s implementation plan for the Youth Guarantee was transmitted to the European Commission in December 2013 by the Department of Social Protection and that details will be made available shortly regarding the manner in which Ireland will pursue a phased implementation of the Recommendation in 2014 and subsequent years. The implementation of the Youth Guarantee will provide an opportunity to promote greater awareness of the opportunities associated with self-employment and entrepreneurship, especially through closer cooperation between employment services, business support and micro-finance providers.

The Government is promoting a variety of employment and business supports that are either accessible to young people along with other potential interested persons or alternatively, and where appropriate, specifically tailored to their needs. The County Enterprise Boards (CEBs) provide supports, both financial and non-financial or "soft" supports, to all micro-enterprises in the start-up or expansion phase in manufacturing and services, subject to certain conditions. The soft supports include the provision of business advice, training and mentoring to all clients. The aim is to develop indigenous enterprise potential, stimulate economic activity at local level and promote the establishment of micro-enterprises within their administrative area. These supports are available to everyone, regardless of age.

The CEBs have long been active in working with schools to promote entrepreneurship within the education system, primarily through close engagement with second level schools throughout Ireland but are also active with primary schools and third level colleges. The national second level Student Enterprise Awards is an example of a flagship CEB programme that attracts the participation of over 15,000 students from schools throughout the length and breadth of the country.

My Department, together with Enterprise Ireland, is also examining options for CEB-led initiatives aimed at promoting youth entrepreneurship, including a mix of financial supports for business start-ups, feasibility studies and mentoring. These initiatives will build upon Enterprise Ireland’s experience in coordinating and supporting a number of the initiatives to promote youth entrepreneurship and engagement in the world of hi-tech. These have included CoderDojo, an Irish-led movement that is teaching kids globally to code, Kids in Tech and the annual Think Outside the Box awards, which aim to foster a spirit of entrepreneurship among third level students. My Department is keen to support young entrepreneurs and, in this context, current initiatives such as Enterprise Ireland’s Competitive Start Fund New Frontiers Programme and, along with the Microenterprise Loan Fund, all contribute to supporting young entrepreneurs.

Microfinance Loan Fund Scheme

The Microfinance Loan Fund Scheme facility was introduced in October 2012 following demands from business interest for the introduction of supports for microenterprises in a difficult economic environment. It is brand new to the Irish market and in just over a year it has now developed a presence in the Irish financial market.

As of 3 January 2014 MFI, has approved 139 applications to the value of €2.16m supporting 313 jobs. My Department publishes quarterly progress reports on the Microenterprise Loan Fund on my Department’s website www.enterprise.gov.ie. The progress report detailing the analysis and performance for the quarterly period ending 30 September 2013 is available on my Department’s website. I intend to publish the next progress report for the period to December 2013, once the report has been finalised.

The key challenge for MFI is to ensure that people are aware that there is support for new and existing viable micro enterprises with perceived or real higher trading risk that have been refused credit by banks. In that regard MFI has been engaged with key influencers across the country to get that message across. There are on-going promotional and awareness activities to ensure that awareness of the scheme is promoted to its full potential amongst relevant micro business groups across all sectors of business. MFI has also undertaken a number of publicity and awareness raising activities since it began lending, including radio advertisements and attending local business network meetings. In addition, the Minister for Small Business and I promote the scheme at every available opportunity, locally, regionally and nationally.

Take-up to date has not been as high as was originally anticipated and this may be a reflection of the muted level of demand for credit as evidenced in the Department of Finance commissioned SME Credit Demand Surveys (30% of microenterprises sought loans from April-September 2013).

My Department and the Microenterprise Loan Fund operator, MFI have committed significant time and resources to the establishment and operation of this Fund. While my officials engage with MFI on an on-going basis in how the Fund is being delivered, I will commence a review of the operation of the Microenterprise Loan Fund Acts 2012 by July 2014. The purpose of the review will be to enhance the uptake and impact of the Fund.

Credit Guarantee Scheme Implementation

The SME Credit Guarantee Scheme (CGS) was launched in October 2012 in response to numerous calls over many years from business interests. It is a novel Scheme in an Irish context which is currently developing a position in the Irish financial arena.

As of 3 January 2014 the SME Credit Guarantee Scheme has seventy-five live facilities resulting in €10.3m being sanctioned through the scheme by the participating lenders resulting in 401 new jobs being created and 236 jobs being maintained.

My Department publishes quarterly progress reports on the SME Credit Guarantee Scheme on my Department’s website www.enterprise.gov.ie. The progress report detailing the analysis and performance for the quarterly period ending 30 September 2013 is available on my Department’s website. I intend to publish the next progress report for the period to December 2013, once the report has been finalised.

In addition, I commissioned an independent review of the Scheme, which was submitted to me in Q3 2013. Since then my Department has worked with the Review Steering Group to determine the changes that can to be made to the Credit Guarantee Act 2012, and the contents of a new Credit Guarantee Scheme, on foot of this review. This complex work is progressing as quickly as is practicable. The review also contained a number of recommendations outside of the legal framework such as awareness raising that can be pursued without the need for legislative changes. In addition, my Department has been working with the Irish Banking Federation to determine the likely take-up of the revised Scheme.

I will ensure these changes to the Credit Guarantee Scheme are made in 2014 through the Action Plan for Jobs and I will implement the review recommendations, as appropriate, with a view to enhancing the up-take and impact of the Scheme as soon as possible.

I take it the Deputy is referring to the Seed and Venture Capital Scheme 2013-2018 which was successfully launched in May last year. This Scheme will see a Government investment of €175 million over its lifetime, which is targeting an additional €525 million in funding from the private sector totalling a €700 million fund of capital investment.

The launch of the first call for expressions of interest under the Seed and Venture Capital Scheme 2013-2018 was a key Action Plan for Jobs target for 2013. The call attracted 14 expressions of interests.

The original timing of this call was designed to align with the end of the majority of investment periods of Funds supported under Seed and Venture Capital Scheme 2007-2012.

At its October 2013 meeting, the Board of Enterprise Ireland committed €99.5m to a number of venture capital Funds following the conclusion of an extensive and in depth evaluation and due diligence process.

Companies will begin to receive investments under the Seed and Venture Capital Scheme 2013-2018 when the Funds that received commitments under this Scheme have completed their fundraising. Once this is done the Funds can close and investments commence.

I am confident the State’s investment in the Seed and Venture Capital Scheme will be fully utilised, given Enterprise Ireland’s engagement with this sector which goes back almost 2 decades and has been very successful in assisting the growth of HPSUs, attracting leveraged funds, bringing top level managers to Ireland and attracting interesting first time international money to the Irish SME market.

306. Deputy Dara Calleary asked the Minister for Jobs, Enterprise and Innovation if his attention has been drawn to an internal Enterprise Ireland audit report into the pilot competitive feasibility fund in the south east region; and if he will make a statement on the matter. [1146/14]

Following the closure of Talk Talk in Waterford in 2011 and the subsequent significant job losses, the Government formed the South East Area Action Plan to co-ordinate a response to the long standing employment challenges in the city and region. Part of that response included a Pilot Competitive Feasibility Fund for the South East Region which was established by Enterprise Ireland in 2012 with the aim of stimulating start-ups and creating jobs in the South East. The fund was designed to assist a new start-up company or individual entrepreneur to investigate the viability of a new growth orientated business or proposition. A total of 14 companies were approved for funding under the scheme. Five of these have fully completed the study while a further 5 are in the process of completion and the remaining 4 companies have yet to engage fully in the process. Of these 14 companies Enterprise Ireland has already approved further HPSU funding for two of the companies and a third is currently progressing through the HPSU process.

The pilot scheme was reviewed by the Internal Audit Unit of Enterprise Ireland who submitted their report to the Enterprise Ireland Audit Committee in July 2012. The review identified two companies which had received approval for grant aid without meeting fully the employment and sales growth conditions laid out in the scope of the scheme.

The two companies concerned were awarded approximately €10,000 each in support of their feasibility projects subject to expenditure of €20,000 of the companies’ own funds in advance of application to Enterprise Ireland for payment. In both cases the evaluation team deemed the applications to be of sufficiently high quality to be awarded the funding particularly as regards their development and employment potential. While the applications in question did not meet fully all the relevant criteria they did meet all legal based eligibility criteria with regard to awarding of funding by Enterprise Ireland. To date one of the companies has drawn down funding of €10,000.

In the subsequent rollout of the programme clearly defined terms of reference which detail eligibility criteria, clear and transparent evaluation criteria, a new scoring matrix and the involvement of external evaluators have been developed and implemented in the context of the rollout of this scheme to other regions. The new scoring matrix reduces the impact of subjective projections (such as employment and sales) on the final scoring and awarding of funds.

Enterprise Ireland has subsequently rolled out Competitive Feasibility Funds to the North West, North East and Midlands. The lessons learned from the pilot scheme and the audit report have fully informed the more robust procedures and strengthened criteria that are now in place for these schemes.

I propose to answer Questions Nos. 307 and 309 together.

IDA Ireland approved 164 investments during 2013, as announced in the Agency’s End of Year results. I am informed by IDA Ireland that a number of the 164 investments are proceeding without grant aid. In relation to those projects which will be grant aided, the amount of grant aid approved in respect of individual projects is not released for reasons of client confidentiality and commercial sensitivity. In any event, the grants approved during 2013 were not paid in 2013 but will be drawn down over the lifetime of the project, typically over a period of 3 to 5 years.

I am happy to inform the Deputy that during 2012, the most recent year for which audited figures are available, IDA Ireland paid out a total of €89,951,297 in grant aid to its client companies. These payments were typically in respect of projects that had been approved in the 3 to 5 year period prior to 2012. I understand from the Agency that preliminary figures for grant payments in 2013 are broadly in line with the 2012 figures.

While IDA Ireland approved 164 new investments during 2013, it should be noted that, for a variety of reasons, the details of some investments are never announced or announced at a later stage. The ultimate decision relating to announcements is made by the client company. The attached tabular statement provides the details of those investments that were announced during 2013. The jobs announced are expected to come on stream over the next 3 to 5 years.

I propose to take Questions Nos. 310 to 312, inclusive, together.

The Forfás Annual Employment Survey reports on job gains and losses in companies that are supported by the enterprise development agencies. Details of total employment and the number of new jobs created and lost in IDA client companies as well as the number of such companies on a county by county basis during 2013 are set out in the attached tabular statement.

Foreign direct investment (FDI) is key to Ireland’s economic recovery. IDA Ireland’s end of year results show that 2013 was another record year for investment wins and job creation, with over 7,000 net new jobs being created in the Agency’s client companies. This is the fourth year in a row for jobs growth and there are now over 161,000 people employed in IDA Ireland client companies, the highest ever number recorded in the history of the Agency.
