My Department has not engaged architectural consultants during the period in question. The Office of Public Works provides all required architectural services as regards property occupied by my Department. Finally, the Market Development Programme for Waste Resources, launched in 2009, involved expenditure of €2.7 million in the years concerned in respect of work by a number of firms to assist in the development of sustainable markets and outlets for recyclable materials.

Under section 58 of the Housing Act, 1966, the management and maintenance of the local authority social housing stock, including the carrying out of responsive repairs to tenanted properties, is a matter for individual authorities. No reports relating to storm damage to the housing stock have so far been received in my Department.

I propose to take Questions Nos. 195 to 197, inclusive, together.

Under the Dormant Accounts legislation, balances on dormant accounts with banks, building societies and An Post and the net encashment value of certain life assurance policies are paid into the Dormant Accounts Fund, which is managed by the National Treasury Management Agency. The primary purpose of the legislation is to reunite the original account holders with their moneys, including all interest due. In addition, the legislation also provides that disbursements from the fund may be made for charitable purposes or for purposes of community benefit.

Since its establishment in April 2003 to the end of November 2013, the transfers to the Dormant Accounts Fund have totalled some €724.99m, which includes interest earned of approximately €40.23m. Funds reclaimed in that period by account holders amounted to around €271m. €278m of disbursements have been approved, with €251m already spent on projects designed to benefit the community over the same period. The current balance of uncommitted funds is €115.33m. Further data in relation to Dormant Accounts funding are available on my Department’s website at www.environ.ie.

My Department does not collect the information sought. However, some local authorities, as part of the implementation of their respective regional waste management plans, have implemented measures in this regard; queries concerning any such measures are a matter for the relevant local authorities in the first instance. The preparation and adoption of waste management plans, and the regulation and enforcement of waste collection, are the statutory responsibility of the local authority or authorities concerned, and under section 60(3) of the Waste Management Act 1996 I am precluded from exercising any power or control in relation to the performance by a local authority, in particular circumstances, of a statutory function vested in it.

The Working Group on citizen engagement with local government, under the Chairmanship of Fr. Sean Healy, was established on 26 September 2013 to make recommendations on more extensive and diverse input by citizens into the decision-making process and to allow for facilitation of input by citizens into decision making at the local government level. The working group was given a short time-frame in which to produce its report, which I received towards the end of December 2013.

I am considering the report in the context of the Local Government reform programme and I intend that it will be published on my Department’s website at an early date.

I propose to take Questions Nos 200 and 201 together.

Minimum standards for rented accommodation are prescribed in the Housing (Standards for Rented Houses) Regulations 2008, as amended, made under section 18 of the Housing (Miscellaneous Provisions) Act 1992. All landlords have a legal obligation to ensure that their rented properties comply with these regulations.

Details of the number of inspections carried out in 2013 are not yet available. The information is being sought from the local authorities and will be published in the private rented housing section of my Department’s website at www.environ.ie as soon as it has been compiled.

Responsibility for enforcing the regulations rests with the relevant local authority, supported by a dedicated stream of funding allocated by my Department from the monies set aside from the registration fees income received under section 137 of the Residential Tenancies Act. Every City and County Council conducted inspections in 2012 (the last year for which statistics have been compiled) and this has been the case for the past 7 years.

In 2012, over 19,000 inspections were carried out by local authorities and, since 2005, local authorities have carried out almost 130,000 inspections on private rented properties representing almost 50% of the properties currently registered for private rented accommodation. My Department keeps the standards under review and engages on a regular basis with representatives of the local authorities on their implementation and enforcement.

I propose to take Questions Nos. 202 and 216 together.

The Programme for Government sets out a commitment to the introduction of water charges based on usage above a free allowance. The Government considers that charging based on usage is the fairest way to charge for water and it has, therefore, decided that water meters should be installed in households connected to public water supplies. An inter-departmental working group has been established to advise the Government on the appropriate method for addressing water poverty and water affordability issues which may arise with the introduction of domestic water charges. The group will examine the issues arising for those with specific medical conditions, which require high water usage, in the course of its work.

The group comprises my Department and the Departments of the Taoiseach, Social Protection, Public Expenditure and Reform and Finance. The group will submit a final report for consideration by Government when it has completed its examination of the issues involved. This will allow for decisions on the proposed approach to be taken in advance of proposed public consultation by the Commission for Energy Regulation on the approach to the design of domestic water tariffs during 2014.

In January 2013, the Economic and Social Research Institute was commissioned by my Department to undertake a study of water affordability and the provision of water services in Ireland. The report was finalised in March 2013 and cost €51,798.

An inter-departmental working group was established in October 2013 to advise the Government on the appropriate method for addressing water poverty and water affordability issues which may arise with the introduction of domestic water charges. The Economic and Social Research Institute has carried out additional analysis to support the work of this Group at a cost of €5,857.26.

The Water Services Acts 2013 provide that the Commission for Energy Regulation (CER) will be responsible for the economic regulation of Irish Water. In particular, the CER will be responsible for approving the water charges plans prepared by Irish Water, and for approving codes of practice to be prepared by Irish Water. The codes of practice will cover matters such as the standard of performance, by Irish Water, of its functions; the provision of information by Irish Water to its customers; and the making of complaints by its customers.

In discharging its functions, the CER may consult with Irish Water, the public, or any other person it considers appropriate. The Commission has already undertaken public consultations on the development of the economic regulatory framework for water services and will be undertaking further consultations during 2014.
