130. Deputy Seán Ó Fearghaíl asked the Minister for Social Protection if she will allow an appeal of an application for an invalidity pension in respect of a person (details supplied) in County Kildare; and if she will make a statement on the matter. [3150/14]

The Social Welfare Appeals Office has advised me that an appeal by the person concerned has been registered and was referred to an Appeals Officer on 21 January 2014. The Appeals Officer will make a summary decision on the appeal based on the documentary evidence presented or, if required, hold an oral hearing.

The Social Welfare Appeals Office functions independently of the Minister for Social Protection and of the Department and is responsible for determining appeals against decisions in relation to social welfare entitlements.

I am advised by the Social Welfare Appeals Office that appeal statistics are not maintained on the basis of occupation and it is therefore not in a position to supply the information sought by the Deputy in relation to reserve fire fighters.

132. Deputy Lucinda Creighton asked the Minister for Social Protection the total amount of outsourcing that has been achieved in her Department since the letter sent by Secretary General of the Department of Public Expenditure and Reform in March 2012; the names of the outsourcing companies that have been involved; the total savings achieved; and if she will make a statement on the matter. The Department has for many years contracted extensively with third parties for the delivery of services. In general, the contracts are used to supplement and complement, rather than replace departmental activities. For example, about half of the Department’s public offices are operated by private sector providers. The Department also contracts with third party payment agencies, with third party providers of IT services and with third party providers of employment and illness/disability services. The Department spends some €120M annually with external providers, which represents about 20% of overall administrative costs.

The Department’s records show that, since March 2012, external service delivery contracts have been signed to a total amount of c. €150M (excluding VAT). Some of these contracts extend over a number of years. These include new and renewed contracts for the provision of Local Employment Services (LES) and Job Clubs as well as contracts for the provision of services such as file management, staff training and IT support. The names of these contractors are set out in appendix 1 hereunder.

As the contracts are, in general, not used to replace or substitute any existing Departmental activities, the issue of savings does not tend to arise. The Department pursues cost savings through a rigorous competitive tendering process as appropriate.

Special Areas of Conservation Designation

134. Deputy Michael Healy-Rae asked the Minister for Arts, Heritage and the Gaeltacht the way in which RPS consultants became appointed to do a study on our bogs; the amount they are paid and the the outcomes of their study; and if he will make a statement on the matter. [2999/14]

Following a public, competitive tendering process, on 14 March 2013 RPS was awarded a contract by my Department for the provision of scientific services required to underpin the development of a National Raised Bog SAC (Special Area of Conservation) Management Plan and a review of raised bog Natural Heritage Areas (NHAs). The company has also prepared a draft Environmental Report and Natura Impact Statement in respect of the potential environmental impacts of the SAC Management Plan. RPS is now focusing on the development of draft site-specific restoration management plans for each of the raised bog SACs.

The value of the contract is €957,370 (excluding VAT) over two years, with the option of extending the contract for a third year. All details of work being undertaken as part of this contract are available at www.raisedbogconservation.com.

My Department is committed to examining all options, including alternative delivery mechanisms where appropriate, in order to achieve cost savings and enhance the services it provides. My Department has not engaged the services of specialist outsourcing companies, as it does not have the type of large scale transaction processing or direct service provision responsibilities in which such companies specialise. However, certain work is contracted out from time to time in cases where specific expertise is required. This is particularly the case in relation to technical advice, engineering services and some architectural services. My Department will continue to seek to maximise the value for money it can achieve with the resources available to it, including through the use of external providers, where appropriate.

All senior appointments to public bodies under the aegis of my Department are publically advertised in accordance with Government Policy.

This Government has made changes in relation to appointments to State Boards and bodies with new arrangements involving advertisement of vacancies for applications from suitably qualified candidates and, in accordance with the Government Decision of 12 April 2011, I have, each year, on my Department's website, invited Expressions of Interest from persons wishing to be considered for appointment to vacancies on State Boards under the aegis of my Department and this information has been used to inform decisions for such appointments.
