239. Deputy Terence Flanagan asked the Minister for Health if he has the power to ensure that CRC directors refund moneys received from taxpayers; and if he will make a statement on the matter. [3419/14]

I was disturbed by the information which has come to light in regard to unauthorised allowances paid to senior managers in the Central Remedial Clinic.

An Interim Administrator was appointed by the HSE before Christmas in response to the resignation of the CEO and Board of Governors. The Interim Administrator is responsible for identifying any legacy issues requiring attention related to unauthorized allowances, pension schemes and pension payments.

It is anticipated that much of the work of the Interim Administrator will be completed in Quarter 1 2014 and the HSE has committed to making available any resources or expertise (e.g. accountancy, legal or governance) required to meet this timeframe. The preparation and external audit of the CRC, the Friends and Supporters of the CRC and related undertakings are also expected to be completed within this timeframe. It is important that all of facts in relation to the unauthorised allowances and payments to senior managers in the CRC are established and due process is followed before any further action is taken.
