733. Deputy Denis Naughten asked the Minister for Health the reason the Health Service Executive continues to refuse medical card applications for those in receipt of the maximum rate of social welfare possible for their age when this is under €164 per week despite agreement between the Ombudsman and the Health Service Executive in 2012 that a person is to be considered financially independent when he or she is in receipt of income equivalent to or greater than the current standard rate of supplementary welfare allowance applicable to his or her age; the reason the guidelines have not been updated to reflect the agreement; and if he will make a statement on the matter.
