Deputy Clare Daly asked the Minister for the Environment, Community and Local Government if he will clarify whether section 9 of the Control of Dogs Act 1986 outlaws a person from tying up their dog outside a shop for a brief period; and what "keeps it under effectual control" means. Section 9(1) of the Control of Dogs Acts, 1986 and 1992 requires the owner or other person in charge of a dog to accompany it unless it is in the premises of the owner, or of such other person in charge of the dog, or the premises of any other person with the consent of that person. The interpretation of the law is a matter for the Courts under the Constitution.
