Deputy Catherine Murphy asked the Minister for Children and Youth Affairs the average cost per annum to the State for a juvenile offender under 18 years serving a custodial sentence or other form of court mandated detention in 2011, 2012 and 2013; and if she will make a statement on the matter. I understand that my colleague, the Minister for Justice and Equality, is providing a separate answer in relation to children detained in adult prison facilities.

I have responsibility for the children detention schools under Part 10 of the Children Act, 2001. The three children detention schools in the State are located in Oberstown, Lusk, Co Dublin and comprise Trinity House School, Oberstown Boys School and Oberstown Girls School, all of which are located in Oberstown, Lusk, Co Dublin. Both Trinity House School and Oberstown Boys School are responsible for detention of males up to the age of 17 years. Oberstown Girls School provides detention places for females up to the age of 18 years.

The average cost per annum of each detention place in Oberstown is estimated by averaging out the number of detention places available over the combined pay and non pay costs of the children detention schools in each year in question. This results in the following costs:

It should be noted that the emphasis on individual care, education and rehabilitation in the child care model of detention in Oberstown results in staffing costs that are significantly in excess of comparable costs for places in the adult prison system. This is reflected in the annual cost estimates listed above.

Deputy Robert Troy asked the Minister for Children and Youth Affairs with regard to Tusla and its establishment, the cost of rebranding, new stationery and facilities and refurbishment of offices for the organisation; the cost of overall website design and rebranding; if an external public relations or design company was employed to develop or undertake the rebranding; the cost of any such external companies employed; and if she will make a statement on the matter. In preparation for the establishment of the Child and Family Agency on 1st January 2014 and in order to establish a single brand identity, the HSE Children and Family Services decided to formally engage external support. A tendering process was entered into by Children and Family Services and three companies were invited to make presentations. Creative Inc were selected and contracted for branding purposes.

The information sought by the Deputy regarding costs has been requested from the Child and Family Agency and I will be in touch with the Deputy again in the coming days with details regarding these costs.

I propose to take Questions Nos. 186 and 188 together.

In November 2013, the Government decided that the detailed preparatory work required for a new travel subsidy scheme and associated statutory provisions should be progressed by the Minister for Health, in consultation with other relevant Ministers. The Department of Health is working to progress this matter in line with the Government's decision.

The Department will draw on the work, last year, of the Review Group on Transport Supports for People with Disabilities and the Inter-Departmental Group tasked by Government to consider details of a statutory replacement for the discontinued Mobility Allowance and Motorised Transport Grant Schemes.
