446. Deputy Simon Harris asked the Minister for the Environment, Community and Local Government if the provisions of the Control of Dogs Act 1986 overrides the necessity to publicly tender the dog control service contract in County Wicklow (details supplied); and if he will make a statement on the matter. It is a matter for each local authority to manage the dog control service in its functional area and my Department has no involvement in this process.  With regard to the Control of Dogs Act, the interpretation of the law is a matter for the Courts under the Constitution.
