Deputy Patrick Nulty asked the Minister for Children and Youth Affairs the number of times she and officials in her Department have met a company (details supplied) or its representatives since she took office; if she will provide details, in tabular form, of the dates of each meeting; the names of the company representatives involved; the titles of the departmental officials involved; the reason for each meeting; the matters discussed; and if she will make a statement on the matter. Deputy David Stanton asked the Minister for Children and Youth Affairs if her attention has been drawn to post-adoption trauma or incidences of post-traumatic stress disorder or other mental health problems suffered by adopted children as a result of them being put forward for adoption; the supports and help available to adopted children suffering from these problems and their families; and if she will make a statement on the matter. Under adoption legislation, when a child is registered on the Register of Adoption the child is deemed to be the fully legal child of the adoptive parent/couple, having the same legal status as any biological child of the couple born to them within their marriage. Accordingly, it is open to any adopted child to access Child & Adolescent Mental Health Services operated by the HSE.

In order to deliver key commitments in relation to children and young people and to put in place a unified framework of policy, legislation and provision across Government in respect of children and young people, it is necessary to commission reports from time to time. My Department ensures that all reports commissioned are of direct relevance to our operational and policy commitments. My Department is currently compiling the information requested by the Deputy and I will forward this information directly to the Deputy. As my Department was established on 2 June 2011 information will be provided from that date.

Up to 31 December 2013 my Department also funded the Family Support Agency and the National Educational Welfare Board. The new Child and Family Agency, which was established on 1 January, 2014, now has responsibility for the provision of these services along with children and family services previously delivered by the HSE. Records relating to reports/reviews/studies commissioned in the relevant period by the Family Support Agency and the National Educational Welfare Board are now held by the Child and Family Agency. I am requesting that the Agency forward the requested information, along with information concerning any reports/reviews/studies it has commissioned, directly to the Deputy as soon as possible. I am also requesting that the Adoption Authority of Ireland and the Office of the Ombudsman for Children supply the requested information, in so far as it applies to those bodies, directly to the Deputy.

Following Budget 2013 decisions, changes to the gross income thresholds for over 70s medical cards were effective from April 2013. The changes also provided for those over 70s medical card holders, whose income fell between the revised income limits and the preceding income limits, to receive a GP visit card instead of a medical card. The income limits were set at €600 per week for a single person and €1,200 per week for a couple for an over 70s medical card and €700 per week and €1,400 per week, respectively, for an over 70s GP visit card. In addition, payments on a home improvement loan and a €50 per week allowance for a car were excluded from the standard means test assessment, effective April 2013. Changes announced under Budget 2014, reducing the gross income limit for an over-70s medical card to €500 per week for a single person and €900 per for a couple, came into effect on 1 January 2014. The income limits for the over 70s GP visit card were not adjusted.
