1086. Deputy Joan Collins asked the Minister for Health further to Parliamentary Question No. 536 of 22 October 2013, if the Health Service Executive will confirm that the money allocated to Cheeverstown follows the patient; and if the HSE confirm the allocation to a person (details supplied) for their care. As I explained in my response to Parliamentary Question No. 536 of 22 October 2013 the historic position, as set out in the Value for Money (VFM) and Policy Review of Disability Services, is that the bulk of funding to disability agencies is based on an incremental determination process with relevant adjustments made to the previous year's baseline allocation rather than on the basis of a money follows the person model of funding. The move towards a model of funding which is linked to individual need, and which by definition will follow that individual, is encompassed by the recommendations in the VFM Review, a complex multi-year project which will result in very significant changes to the way in which services and supports for people with disabilities are delivered.

With regard to the individual query raised by the Deputy, as it relates to a service matter, I have arranged for the question to be referred to the Health Service Executive for direct reply to the Deputy.
