254. Deputy Willie Penrose asked the Minister for Public Expenditure and Reform in the context of the recent competition by the Public Appointments Commission for temporary clerical officers, when it is likely that appointments will be made therefrom of applicants who have satisfied the appropriate psychometric tests and are placed on the list at the upper end; if priority will be given to qualifying applicants who are unemployed; and if he will make a statement on the matter. I am informed by the Public Appointments Service (PAS) that appointments from the Temporary Clerical Officer 2014 campaign are likely to be ongoing over the course of the year. Vacancies are filled as requests are received. The number of candidates invited to interview will be determined by the number of vacancies notified.

It is envisaged that interviews will commence in mid-April to fill anticipated vacancies and will continue thereafter as the need arises. The PAS operates under the Commission for Public Service Appointments (CPSA) Code of Practice which commits PAS to conducting recruitment processes which are fair, open and merit based. Consequently, PAS does not and could not under the CPSA Code group candidates or treat them differently on account of their employment status.
