Regulations were made in 1971, 1973 and 1975 specifying the conditions covered by the Long Term Illness Scheme. The Health Services (Amendment) Regulations, 1971 (S.I. No. 277/1971) provides that Mental Illness in a person under 16 is covered under the scheme.

The Health Service Executive operates the General Medical Services scheme, which includes medical cards and GP visit cards, under the Health Act 1970, as amended. It has established a dedicated contact service for members of the Oireachtas specifically for queries relating to medical cards and GP visit cards, which the Deputy may wish to use for an earlier response. Deputy Dara Murphy asked the Minister for Health the savings that will accrue to the State by reducing the number of post-mastectomy bras to be given to each person following breast cancer surgery, from two bras every year to only one bra every two years; if he will confirm that this saving applies only to medical card holders; if this policy applies nationally; and if he will make a statement on the matter. All women who have had breast cancer surgery are entitled to their first prosthesis and two bras free of charge. A set policy is not in place in regard to the longer-term provision of bras to post-mastectomy patients who hold medical cards. Mastectomy bras in such cases are normally provided through Local Health Offices on foot of prescriptions issued by a Consultant or a GP. A national group has recently been established in the HSE to review practices in this area and to develop a national policy on the provision of prosthesis bras, as well as hairpieces, for cancer patients. It is anticipated that the Group will complete its work in the first half of 2015.

Medical card holders are required to pay a €2.50 charge (per item) for medicines and other prescription items supplied to them by community pharmacists, subject to a cap of €25 per month for each person or family. Charges are not payable in respect of items supplied under the Long Term Illness Scheme. The HSE is responsible for the administration of the primary care schemes, therefore, the HSE has been asked to investigate the details of this case and reply to the Deputy as soon as possible.

Dental services to children up to 16 years are provided by the Public Dental Service of the HSE. The service is targeted at children at key stages in their development. Children are given dental examinations and any follow-up treatment required at these stages. When required, emergency dental treatment is available to all children up to 16 years. The HSE has been asked to examine the specific query raised by the Deputy and to reply to him as soon as possible.
