The 2014 gross capital expenditure allocation for Vote 36 (Defence) is €8.277m. Progress on capital projects is subject to ongoing review within the Department of Defence, and at this point it is projected that the 2014 capital allocation will be spent by year-end.

My Department has engaged two persons to act as civilian drivers to the Minister of State, and these appointments are to temporary unestablished positions in the Civil Service on a fixed term contract basis. My Department has also seven civilian employees attached to military installations who are employed under temporary fixed term contracts.

Appointments to State Boards

Deputy Sean Fleming asked the Minister for Defence if he is concerned by the number of appointments to State boards under his remit that do not go through the Public Appointments Service; his plans to review the manner in which State boards are appointed to ensure that the most suitably qualified persons fill vacancies that arise; and if he will make a statement on the matter. The only State Board under the aegis of the Department of Defence is the Army Pensions Board. The Army Pensions Board is an independent statutory body established under the Army Pensions Act 1927. The main functions of the Board are to investigate applications for pensions, allowances and gratuities. The Act specifies that the Board shall consist of a chairman and two ordinary members. Under the Act, the two ordinary members must be qualified medical practitioners – one a civilian doctor and the other an officer of the Army Medical Corps. The chairman and the civilian doctor are appointed by the Minister for Defence with the concurrence of the Minister for Public Expenditure and Reform. The Army Medical Corps ordinary member is appointed by the Minister for Defence on the recommendation of the Chief of Staff of the Defence Forces.

There have been two appointments to the Army Pensions Board since the Government took office. A serving officer was appointed to the position of Army Medical Corps member of the Board in December 2011, and a civilian doctor was appointed as ordinary member in November 2013. The civilian doctor vacancy was advertised on my Department’s website and the Public Appointments Service website. A number of expressions of interest in the position were received and an appointment to the Board was made on foot of this public advertisement process.

I am satisfied that the procedures in place for filling vacancies on the Army Pensions Board ensure that the most suitably qualified candidates are appointed.

The only body under the aegis of my Department is the Army Pensions Board. The Army Pensions Board does not have a Chief Executive Officer. A member of staff of my Department is assigned to carry out the functions of Secretary to the Board. The holder of this position is an established civil servant.

Suckler Welfare Scheme Payments

The person named registered thirteen animals into the 2012 Suckler Cow Welfare Scheme. Payment has already issued in respect of seven animals born in 2012 on 17th December 2012.

During the validation process, errors were identified in respect of the remaining six animals. A letter issued to the person named advising him that the animals were not eligible for payment. However, the applicant satisfactorily dealt with the errors and they are now eligible for payment following the completion of a review carried out by my Department. Payment will be made on these six animals in the near future.

The table details the companies who were paid in excess of €20,000 for professional services during the period 1 June 2013 to 31 May 2014. A reduction of 20% in professional fees would equate to a saving of €2.85m for the period in question.

In line with the Programme for Government, my Department publishes on its website details of payments for goods and services valued at more than €20,000 on an annual basis. This threshold has been used in the answer to this Parliamentary Question to be consistent with the Programme for Government commitment.
