The  expenditure outturn for my Department for all staff under the Travel and Subsistence subhead in 2013 was €1.181 million. The table describes the reductions on this amount based on the various percentages referred to by the Deputy.

While I fully expect my Department to come in on budget this year, July is far too early to make definitive projections as to whether there will be any significant underspend and a consequent need to carry-over funding to 2015.

Sports Capital Programme Applications

The organisation referred to by the Deputy applied for a grant under the 2014 Sports Capital Programme.  While this organisation submitted a valid application, it was unfortunately not possible to fund all valid applications, given funding constraints. E-mails setting out the outcome of assessments will be sent to all unsuccessful applicants in the coming days.  If any organisation requires any more information or clarification their club contact should contact the Sports Capital Programme Unit of the Department in Killarney.  The 2014 Sports Capital Programme is now closed and all the monies under this round have been allocated.

Deputy Dessie Ellis asked the Minister for Transport, Tourism and Sport if he will provide a list of all properties currently in the ownership of his Department which are not in use and there are no plans for their use other than including the specifications of the properties and detailing the square feet that each of the respective properties take up. The Office of Public Works (OPW) is responsible for the procurement of office (and other) accommodation required for the Department of Transport, Tourism and Sport. The Department uses offices in a number of buildings throughout the State. All space available to the Department is utilised to the fullest extent possible. The OPW undertakes regular monitoring of space allocated to Departments to ensure that it is used to the optimum capacity in line with good principles of property management. Other non-office accommodation for purposes such as storage of rescue equipment for the Irish Coast Guard is fully utilised.

As Minister for Transport, Tourism & Sport, I have responsibility for overall policy and funding in relation to the national roads programme.  The planning, design and implementation of individual road projects  is a matter for the National Roads Authority (NRA) under the Roads Acts 1993 to 2007 in conjunction with the local authorities concerned. Furthermore, the statutory power to levy tolls on national roads, to make toll bye-laws and to enter into toll agreements with private investors in respect of national roads is vested in the National Roads Authority (NRA) under Part V of the Roads Act 1993 (as amended by the Planning and Development Act 2000 and the Roads Act 2007). The contracts which give rise to the compensation referred to by the Deputy were entered into by the last government and have resulted in considerable on-going costs to the taxpayer. I have not entered into any similar contracts during my tenure as Minister.

Noting the above position, I have referred the Deputy’s question to the NRA for direct reply.  Please advise my private office if you do not receive a reply within 10 working days.
