284. Deputy Éamon Ó Cuív asked the Minister for Agriculture, Food and the Marine when he will issue payment under the basic payment scheme to a person (details supplied); when the person will be allocated the top-up of entitlements from the national reserve; the reason for the delay in making the payment and awarding the entitlements; and if he will make a statement on the matter. The person named submitted an application under the ‘Old Young Farmer’ category of the 2015 National Reserve. The application was not successful as the applicant was deemed to have commenced farming outside the eligible time frame for the ‘Old Young Farmer’ category. The applicant was notified in writing of this decision and was offered the opportunity to submit an appeal. My Department received an appeal from the person named. This appeal has been considered on the basis of the information set out by the person named and has been successful. The person named has been notified of this outcome in writing and payment is due to issue shortly.
