Maureen O'Sullivan

Question:

92. Deputy Maureen O'Sullivan asked the Minister for Transport, Tourism and Sport his views on the Blueway network and its implication for the off-shore islands; and if he will make a statement on the matter. [22134/16]

I am taking the Deputy's question to relate to the Blueway network of water trails along the west coast of Ireland.

The National Trails Office, which is operated by Sport Ireland along with Fáilte Ireland, Waterways Ireland, and a number of National Governing Bodies including Canoeing Ireland, the Irish Underwater Council and the Irish Sailing Association and other partners, has developed a standard for Blueways. Sport Ireland carries out inspections of compliance with the standard through a trail registration and inspection process.

I have referred the Deputy's question to Sport Ireland for direct reply. I would ask the Deputy to contact my office if a reply is not received within 10 days.

Two referendums were held on foot of recommendations from the Convention on the Constitution, on marriage equality and on the age threshold for candidacy in Presidential elections.

62.07% of the total valid poll voted in favour of marriage equality.

26.94% of the total valid poll voted in favour of reducing the age threshold for candidacy in Presidential elections.

The Convention on the Constitution consisted of 100 members, including a Chairperson. Of the 100 members, 66 were randomly selected people entitled to vote in a referendum; the remaining 33 were made up of members of the Houses of the Oireachtas and the Northern Ireland Assembly. A constituency breakdown was not compiled but a list of Convention members in alphabetical order, showing the county of non-Oireachtas/Assembly members, plus a description of the Convention member selection process, is available on the Convention website at www.constitution.ie/Convention.aspx. The selection process was overseen by the Convention secretariat and signed off on by the Chairperson.

Citizens Assembly

The Citizen's Assembly will comprise of 99 citizens and an independent Chairperson. The Chairperson will be selected following consultation with Government and Opposition Leaders. A polling company will be engaged by public tender to randomly select 99 people entitled to vote in a referendum to be members of the Assembly. The selection process will be overseen by the Chairperson. It will be for the Chairperson to see as far as possible that the persons chosen are broadly representative of Irish society, and to decide on procedures in relation to record keeping and publication of information.

It is intended that the first meeting of the Citizen's Assembly will take place in October 2016. The Chairperson, who will be independent, will be selected following consultation with Government and Opposition Leaders. The number of meetings the Assembly intends to hold each month, the days of the week that meetings will be held on, the timing and nature of public consultation and the method by which interested parties will be selected to make presentations to the Assembly will be a matter for the Chairperson and Assembly members themselves to decide. It will, of course, be open to interest groups and members of the public to make written submissions for consideration by the Assembly.

The Resolution passed by Dáil and Seanad Éireann approving the calling of the Assembly sets a time limit of one year from the date of the first Assembly meeting for completion of the Assembly's work, but does not set a time limit for individual items. However, it specifies that the Eighth Amendment to the Constitution will be the first item that the Assembly will report on. The report on the Eighth Amendment, when completed, will be sent to the Houses of the Oireachtas, which on receipt will refer the report for consideration to a Committee of both Houses, which in turn will bring its conclusions to the Houses for debate.

The draft Directive in question, which does not provide for quotas but rather procedures to be followed in filling board positions when one gender is under-represented, has not been adopted. It is still before a Council working group.

Ireland supports the proposed Directive and considers that the approach put forward is balanced and proportionate. As a result, neither the Tánaiste nor I have had discussions with the European Commission specifically on it.

It would be preferable to await the outcome of discussions on the draft Directive before attempting to frame national legislation on the matter.

Garda Data

As the Deputy will appreciate, the Garda Commissioner is responsible for the distribution of personnel and vehicles among the Garda Regions, Divisions, and Districts. Garda management keep this distribution under continuing review taking into account crime trends and policing priorities so as to ensure that the best possible use is made of these resources.

I have been informed by the Garda Commissioner that on 31 May 2016, the latest date for which figures are readily available, there were 674 members assigned to the 13 stations in the Dublin Metropolitan Region (DMR) North Division. I have further been informed that as of 15 July, the latest date for which information is readily available, there were 126 vehicles allocated to the Division. The detailed information requested is set out in the following tables.

As the Deputy will be aware, when the financial crisis hit, the Government of the time introduced a moratorium on recruitment and the four year National Recovery Plan, published in 2010, envisaged a steady reduction in Garda numbers. Thankfully, in a recovering economy, we were able to reopen the Garda College in September 2014, and a total of 851 Garda trainees have been recruited with a further 300 planned to be recruited during the remainder of this year. So far 534 of the new Garda trainees have attested as members of An Garda Síochána and have been assigned to mainstream uniform duties nationwide with another 150 more planned to attest in November. Of the newly attested members, 41 have been assigned to the DMR North Garda Division.

The Programme for Government, "A Programme for a Partnership Government" commits to continuing the ongoing accelerated Garda recruitment programme with a view to increasing Garda numbers to 15,000. Taking account of projected retirements, the current rate of recruitment will bring Garda numbers to around the 13,000 mark this year. We must, I believe, endeavour to make more rapid progress than this to reach our target of 15,000 and I am engaging with my colleague, the Minister for Public Expenditure and Reform, in relation to increasing the planned annual intake this year and in coming years.

In relation to the fleet, the position is that since 2012 some €34 million has been invested in the Garda fleet, with over 720 new vehicles coming on stream since the start of 2015. This significant investment provides the Gardaí with additional high-powered vehicles, marked and unmarked patrol cars, and motorcycles for high-visibility road policing. Investment in a modern, effective and fit-for-purpose Garda fleet will continue under the Government’s Capital Plan 2016-2021 which provides €46 million for new Garda vehicles, ensuring that Gardaí can be mobile, visible and responsive on the roads and in the community to prevent and tackle crime.

I propose to take Questions Nos. 106 to 108, inclusive, together.

I am advised by the Irish Naturalisation and Immigration Service (INIS) of my Department that all of the visa applications referred to by the Deputy were received by the Visa Office in Dublin on the 1st of June 2016. While each case is examined on its individual merits and some cases take longer than others depending on the complexities, applications of this type are typically processed by the Dublin Visa Office within twelve months of receipt. The applicants can expect a decision before the end of May, 2017.

The Deputy may wish to note that queries in relation to the status of individual immigration cases may be made directly to INIS by e-mail using the Oireachtas Mail facility which has been specifically established for this purpose. This service enables up to date information on such cases to be obtained without the need to seek information by way of the Parliamentary Questions process. The Deputy may consider using the e-mail service except in cases where the response from the INIS is, in the Deputy’s view, inadequate or too long awaited.
