Hospital Waiting Lists

Reducing waiting times for the longest waiting patients is one of this Government's key priorities. Consequently, Budget 2018 allocated €55 million for the National Treatment Purchase Fund (NTPF) in 2018, more than double its total allocation in 2017 of €20m.

The HSE and NTPF are working together to develop coherent and synergistic Waiting List Action Plans in 2018 for inpatient/daycase and outpatient which will continue to arrange the provision of treatment for patients across a range of specialties and procedures. These initiatives will continue to focus on long-waiting patients and overall waiting list numbers.

The NTPF advise that while they have some provision to send people for dental treatment, this is only in the case of patients who are on a public hospital waiting list. The National Waiting List Management Policy, A standardised approach to managing scheduled care treatment for in-patient, day case and planned procedures, January 2014, has been developed to ensure that all administrative, managerial and clinical staff follow an agreed national minimum standard for the management and administration of waiting lists for scheduled care. This policy, which has been adopted by the HSE, sets out the processes that hospitals are to implement to manage waiting lists.

I understand that the HSE has undertaken significant work in the area of Paediatric Homecare Packages and is progressing a National Quality Assurance process for these packages. I am advised that there has been engagement with families on respite needs and the findings will be included in the final report. Thereafter, the HSE will review the context for ‘Loco Parentis’ in terms of Paediatric Homecare Packages.

I have arranged for the question to be referred to the HSE for direct reply on representation on the group referred to.

From 2013-2017 the Department of Health incurred no expenditure in relation to advertising costs for Healthy Ireland. However, during that time interval, both the HSE and Safefood have held a number of public information, awareness, and behaviour change campaigns under the Healthy Ireland banner, for which advertising is a key element. I have therefore referred the Deputy's question to those organisations for attention and direct response to the Deputy.

A new communications and citizens engagement campaign, Healthy Ireland 2018, was launched by An Taoiseach on 6th January. The aim of the campaign is to encourage people to make positive choices to improve their physical and mental health, while also providing support and information to help people make those healthier choices. The focus will be on three key areas: eating more healthily, being more active, and minding our mental well-being.

The initial phase of the campaign includes a series of radio advertisements which are now being broadcast, and the development of a new web resource gov.ie/healthyireland. The campaign will build on the progress made in directing people to the available resources.

In relation to the Healthy Ireland 2018 campaign, an initial spend was incurred in relation to advertising in 2017. The funding allocation for 2018 is still being finalised. As the Healthy Ireland 2018 campaign is being managed by the Department of An Taoiseach's Strategic Communications Unit, the Deputy is advised to contact the Department of An Taoiseach for the relevant information.
