Deputy Pat Casey asked the Minister for Housing, Planning and Local Government if there will be a review of the powers of the chief executive role in local authorities, with a view to ensuring accountability and transparency in local government; and if he will make a statement on the matter. In response to a Programme for Partnership Government commitment, a policy paper on local government leadership, which will examine the possible direct election of mayors for Ireland’s cities, will be submitted to Government in the coming weeks. This paper will consider the division of executive and reserved functions in local authorities, and examine alternatives to current arrangements. It is in this context that the potential relationship between a city council chief executive and its directly elected mayor will be considered.
