659. Deputy Mattie McGrath asked the Minister for Housing, Planning and Local Government if a review of the tenant purchase scheme is nearing completion; if the qualifying conditions of same will be changed for persons, particularly older persons who may be in receipt of a pension but who have a proven capacity to purchase their house such as from savings or help from family members or proven income; and if he will make a statement on the matter. In line with the commitment given in Rebuilding Ireland, a review of the first 12 months of the Scheme’s operation has been undertaken. The review is now complete and a full report has been prepared setting out findings and recommendations covering various aspects of the scheme including the issue of the minimum reckonable income criterion, which the Deputy has referred to.

In finalising the report some further consultation was necessary and due consideration had to be given to possible implementation arrangements. These matters are now almost completed and I expect to be in a position in the near future to publish the outcome of the review.
